Centre directs UT to recruit SSA teachers as regular employees

Number of SSA teachers working in city govt schools has fallen 60% since 2005 when first lot was recruited. Union govt orders sanctioning of posts within new academic session.

With the Chandigarh Administration failing to appoint any of the Sarv Shiksha Abhiyan (SSA) teachers on a regular basis in the last eight years,the Central Government has directed it to get the posts sanctioned within the new academic session. The number of SSA teachers working in city government schools has fallen by about 60 per cent since 2005 when the first lot was recruited.

As per the Ministry of Human Resource Developments (MHRD) guidelines,these teachers are to be appointed on a regular basis and treated on par with regular teachers working in city government schools. However,the recruitment of all of these 1,100 teachers have been made on contractual basis.

In the absence of sanctioned posts,the appointments would be made on contractual basis this year as well. A senior official of the UT Education Department informed that the MHRD has directed the Department to get new posts sanctioned now from the Ministry of Home Affairs.

Sources said that the key reason for the consistent decline in the number of teachers is the lack of job security among them. The Department has long been promising their regularisation but no developments have taken place so far.

When contacted,Deputy Director (School Education) Chanchal Singh,who is also the project coordinator for the SSA,said,We will be recruiting the teachers on contractual basis for now. He,however,refused to comment on regularisation of the teachers.

Following the SSA Executive Committee meeting held in August last year,DPI (Schools) Sandeep Hans,who is also the state project director for the SSA Society,had confirmed that the proposal for resularisation of the teachers has already been approved.

According to the provisions of the Right to Education (RTE) Act,2009,the pupil-teacher ratio in schools should not exceed 40 students per teacher. However,in the absence of a sufficient number of teachers,the ratio is currently as high as 150 students per teacher.
