In a late-night decision on Monday, the Haryana government sent Director General of Police Shatrujeet Kapur on leave, days after transferring Rohtak Superintendent of Police Narendra Bijarniya, as pressure mounted over the suicide of senior IPS officer Y Puran Kumar.
Kumar, a 2001-batch IPS officer and Additional Director General of Police, was found dead from a gunshot wound at his Chandigarh home on October 7. In his nine-page “final note”, Kumar, who belonged to a Scheduled Caste, accused Kapur, Bijarniya, and several other senior police and IAS officers of caste-based harassment and professional victimisation.
Confirming the development, Haryana Chief Minister’s Media Advisor Rajeev Jaitly said the DGP had been sent on leave. However, officials did not specify the duration of the leave, stating that further details would be provided later.
The move came after mounting protests and a week-long impasse over Kumar’s post-mortem. His wife, IAS officer Amneet P Kumar, has refused to grant consent for the autopsy, insisting that the government should first act against all officers named in the suicide note.
The Chandigarh Police, which has registered a case under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act and formed a Special Investigation Team, has said the post-mortem examination cannot proceed without the family’s approval.
As protests and political pressure intensified, Union Minister of State for Social Justice and Empowerment Ramdas Athawale met Amneet in Chandigarh on Monday and assured full support. He later met Chief Minister Nayab Singh Saini and urged swift and impartial action on the family’s demands.
Political and public pressure intensified over the weekend, with Dalit organisations issuing ultimatums to the state government and national leaders visiting the family. Congress Leader of Opposition in Lok Sabha Rahul Gandhi is scheduled to meet the family in Chandigarh on Tuesday.
The Haryana government has maintained that “no one will be spared”.
