Bill to split BBMP into multiple corporations gets Karnataka Cabinet nod; to be tabled today

A Bill that would allow the government to split Bruhat Bengaluru Mahanagara Palike (BBMP) into smaller corporations governed by Greater Bengaluru Authority is expected to be tabled in the Karnataka Assembly by Deputy Chief Minister and Bengaluru Development Minister D K Shivakumar on Tuesday.

On Monday, the Karnataka Cabinet cleared the Greater Bengaluru Governance Bill, 2024, and according to the List of Business of the Legislative Assembly, Shivakumar is expected to table it later in the day.

According to sources, BBMP could be split into five corporations. The BBMP Restructuring Committee headed by retired IAS officer B S Patil submitted the draft Greater Bengaluru Governance Bill in the first week of July to Shivakumar.

The Bill was tabled in the Cabinet meeting — the second during the ongoing Monsoon Session of the Karnataka Assembly.

The draft had proposed a three-tier system with ward committees at the lowest rung, a set of municipal corporations above it governed by the Greater Bengaluru Authority. The Bill was also discussed during a meeting chaired by Chief Minister Siddaramaiah with legislators from Bengaluru in June this year.

Meanwhile, there was no word on the controversial Karnataka State Employment of Local Candidates in the Industries, Factories and Other Establishments Bill, 2024, which mandated reservation of 75 per cent in non-management jobs and 50 per cent in management jobs for ‘local candidates’. The Cabinet is learnt to have deferred the decision following the outrage caused by the draft Bill last week. The Bill was cleared by the Cabinet last Monday.

According to sources, discussions were also held on the NEET-UG controversy that has affected several students in the state. The Cabinet also cleared a resolution opposing ‘One Nation, One Election’.
