As part of the ‘Tera Tujhko Arpan’ initiative, in which stolen or lost items that are later recovered are returned to their original owners, 9,081 programmes have been organised in the state in the last three years, Minister of State for Home Harsh Sanghavi stated in the Legislative Assembly on Monday. During this period, police have returned valuables worth more than Rs 500 crore to 40,811 beneficiaries.
In the tribal areas, in Surat, Navsari, Tapi, Dang and Valsad districts, valuables worth more than Rs 105 crore were returned to 2,315 citizens under the initiative, he said.
Responding to a question raised by Pravinbhai Ghoghari, the BJP MLA from Surat’s Karanj constituency, Sanghavi said the main objective of this initiative, which was started in 2022, is to to return the seized property kept as muddamal in crimes like theft, robbery and fraud at police stations.
He said that as part of the programme, property worth Rs 112 crore has been returned to the citizens in the last one week.
Responding to supplementary questions on robberies in Surat and their detection, the minister said that in the case of diamond robbery around Diwali last year, diamonds worth Rs 7.86 crore were recovered by the police in 48 hours and returned to the original owners in just one week.
Sanghavi also answered questions by another MLA on the state’s Forensic Science Laboratory (FSL).
‘IOT used in hit-and-run case’
Latest technology like IOT (Internet of Things) Forensic Tool for vehicle devices, IOT Forensic Tool for wearable and medical devices, and IOT Forensic Tool for embedded devices are available at the Forensic Science Laboratory (FSL), Sanghavi stated during the Question Hour on Monday.
Responding to a question raised by Shailesh Mehta, the BJP MLA from Dabhoi constituency in Vadodara district, pertaining to the facility for scientific testing of IOT in the state’s FSL, Sanghavi said the technology was used in one of the hit-and-run cases in Ahmedabad city in which the accused has not been granted bail yet.
Sanghavi said that with the help of IOT Forensic Tool for Vehicle Devices at the state’s FSL, the speed of the vehicle at the time of the incident can be obtained in a hit-and-run case. “The FSL is playing an important role in the detection of hit-and-run cases not only in Gujarat but also in other states with the help of this technology,” he added.
The Minister said that data obtained from the vehicle, the GPS location at the time of the crime, impact of vehicle collision, trip details, details of vehicle damage if any, details of paired devices like mobile connected to the vehicle, including stored contact and call log information, can be used to obtain scientific evidence related to the crime.
‘Get copy of revenue documents with a click’
Responding to a question raised by BJP MLA from Mansa Jayantibhai Patel about the state-level data center to be built in Gandhinagar, Minister Jagdish Vishwakarma said once the data center is ready, citizens will be able to get a copy of their revenue documents with a single click.
He said that all documents of the Land Registry Department under the Revenue Department as well as those of the revenue offices have been digitised.
Further, the Minister said that a seven-storey, 2,44,725 sq ft construction, including a large record room with compactor facilities for maintenance, conference hall/training room and museum will be constructed at the state-level data storage center in Gandhinagar. This construction will be completed by December 2026.
Vishwakarma said that the record of the measurement notes made by the British government in 1888 will also be kept in the data storage center as an exhibit. The work of computerisation of land records has been completed through various schemes of the Revenue Department, he added.
