The Gujarat government has proposed setting up an authority to oversee and regulate bovine breeding activities, through a bill that it is expected to table in the ongoing Budget session of the state Assembly.
The Gujarat Bovine Breeding (Regulation) Bill proposes setting up the Gujarat Bovine Breeding Regulatory Authority (GBBRA) with the Director of the Animal Husbandry department as its chairperson. Among other functions, it will require the registration of people involved in such activities.
Under the proposed Bill, penalties of up to six months of simple imprisonment and fines up to Rs 2 lakh have been decided for violators.
The activities that the authority will oversee include the use of breeding bulls for the production, processing, storage, sale, and distribution of semen, artificial insemination, and assisted reproductive technologies in bovines.
The objective of the proposed Bill is to regulate and control “the quality of bovine semen used for breeding natural service and artificial insemination in the state”. It cites the “transportation and use of low-quality semen from other states into Gujarat, the haphazard and indiscriminate use of inferior bulls and bulls with unknown diseases, and the haphazard and indiscriminate use of semen straws by artificial insemination technicians”, citing them to be of “great concern”.
It proposes the appointment of a team of experts to conduct enquiries or inspections pertaining to bovine breeding activities of any person or premises across the state.
