Plenty of evidence to show death penalty for child rapists is no deterrent

The government's proposal to modify the Prevention of Children from Sexual Offences Act or POCSO Act and ensure death penalty for child rapists has many problems. For one, there is evidence to show that death penalty does not act as a deterrent. In fact, it adds to the survivors' problems. Shalini Nair reports.
