Russia has circulated a U.N. resolution demanding that those responsible for shooting down a Malaysia Airlines plane over Ukraine last year be brought to justice but eliminating the international tribunal that the five countries investigating the crash are seeking to prosecute the perpetrators.

Russia said earlier this month it opposed a draft submitted by Malaysia on behalf of the five countries that would establish an international tribunal.

The rival Russian draft resolution, obtained Monday by The Associated Press, expresses concern at the delay in completing the investigation and insists on “just and equal access” to all materials from the probe by all interested states.

Controversy continues over who downed the plane, traveling from Amsterdam to Kuala Lumpur, killing all 298 people on board.
