Several terrorists charged by India with mass killings on its soil have been living in Pakistan,said an eminent American think tank.
Indians have been watching the Pakistani army send armed young men with groups like Lashkar-e-Toeba across that border with impunity for years,and the US has not made it a priority of holding Pakistan accountable for the rates of infiltration, Steve Coll,president and CEO of New America Foundation,a Washington-based think tank,said at a Congressional hearing.
It would be unreasonable to say you should have zero infiltrations into complex territory…but rates of infiltration that Pakistan has allowed suggests state policy, he said.
From Indias perspective,there are five or six listed terrorists in the country (Pakistan) in similar circumstances (like Osama bin Laden). Sometimes theyre judged to be under house arrest. Sometimes theyre notional fugitives. Sometimes they really are difficult to find, he said.
Many of these people have been credibly charged with mass killings on Indian soil,Coll said. So these patterns look outrageous to the US when the personality is someone like Osama. But in the context of the way Pakistan has evolved in the last 10 years,his (Osama) circumstances were not,by themselves,unusual, he said.
Coll said the presence of Osama in Abbottabad raises the question about ISIs involved. ISI is best understood as a criminal enterprise as well as a security agency. Its involved in many rackets around the country, he said.
Plot to kill Zardari uncovered: Report
Pakistani intelligence agencies have uncovered a plot to assassinate President Asif Ali Zardari,TV news channel reported. The agencies conducted raids over the past few weeks in Islamabad and Punjab and arrested up to 42 persons,GEO News channel quoted sources as saying,while Express News Channel said eight were arrested.
