The campaign began on an embarrassing note for the government because a booklet circulated on the occasion carried a message by departments former principal secretary Tinoo Joshi who was suspended on charges of corruption in February this year. Joshi and her husband Arvind Joshi,also an IAS officer,were suspended after Income-Tax raids at their official residence yielded Rs 3 crore in cash,and details of investment worth crores came to light. Rubbing it in,the Congress asked whether such bureaucrats were a role model for the BJP government.
