The government has appointed former director of the Intelligence Bureau, M.K. Narayanan, as Special Advisor in the Prime Minister’s Office for three years.

Sources said Narayanan will advise on internal security. A former IPS officer from the Tamil Nadu cadre, Narayanan was the IB chief from 1989-90 after which he was appointed as the Joint Intelligence Command chairman. He was brought back to head the IB in 1991, before his retirement a year later. Narayanan was a member of panels set up to examine the recommendations of the Kargil Review Committee on Intelligence Structure and Internal Security.

Sources said that Tribune editor-publisher Hari Jaisingh has been appointed as the PM’s Media Advisor, over former advisor H.K. Dua and Outlook Editor-in-Chief Vinod Mehta. Another appointment is that of Vikram Doraiswamy, a Deputy Secretary in Vajpayee’s office, as Private Secretary in the PMO.

Consumer Affairs Secretary Navin Chawla, a 1969-batch UT-cadre officer, a popular figure in Delhi’s social circle and the official biographer of Mother Teresa, was appointed Information and Broadcasting Secretary. Labanyendu Mansingh will replace Chawla.

Dhananjay Prasad Singh will be the new Secretary (Food Processing Industries). Statistics and Programme Implementation Secretary Adarsh Kishore will be Secretary Heavy Industries and Public Enterprises. Meenaxi A. Chaudhry will be the new Secretary of Youth Affairs and Sports. Manorajan, who is currently Advisor in the Planning Commission, will replace Kishore.

Sanjeev Misra, an IAS officer from the Gujarat cadre, has been appointed the Additional Secretary and Financial Advisor in Health and Family Welfare Ministry.
