The jurisdiction of the Centre and federal relations were the main concerns raised at a seminar organised by the Union Home Ministry to mobilise public opinion on the UPA’s Communal Violence (Prevention, Control & Rehabilitation of Victims) Bill.

While former law minister Arun Jaitley raised the issue of competence of the Centre, jurist and MP Ram Jethmalani said the law was not required as the Indian Penal Code and Code of Criminal Procedure were equipped to deal with communal violence.
