Sources said the decision has been taken after the preliminary investigation pointed to a terror link involving Pakistan’s ISI, and the Centre wants a thorough investigation.
“Whereas, the Central government has received information regarding registration of the FIR dated March 23, 2023 at Special Cell police station, under IPC Sections 109, 147, 148, 149, 1208, 448, 452, 325 and Section 13 of Unlawful Activities (Prevention) Act, 1967, section 3(1) of Prevention of Damage to Public Property Act, 1984, section 2 of Prevention of Insults to National Honours Act, 1971, relating to protest by pro-Khalistani supporters outside the High Commission of India, London, on March 19 led by Avtar Singh alias Khanda and Gurcharan Singh, who instigated the mob of around 50-60 persons which vandalised the High Commission’s property, dishonoured the India National Flag… and grievously injured the officials…,” the FIR states.

“And whereas, the Central Government is of the opinion that a Scheduled Offence under the NIA Act, 2008, has been committed and having regard to the gravity of the offence and its national and international linkages, it is required to be investigated by the NIA in accordance…,” the order stated. Delhi Police lodged an FIR on the basis of a complaint filed by an official of the Ministry of External Affairs.
