Kerala Governor denies nod for session on farm laws, CM Pinarayi Vijayan says ‘outside powers’

In a letter to the Governor, Vijayan said when the Council of Ministers makes a recommendation to summon the session of the Legislature, the Governor cannot exercise discretionary power and turn down the recommendation.

Kerala Governor says 'no' to special assembly session for passing resolution against farm laws

The session would not be held on Wednesday, as proposed by CPI-M led LDF government, since the Governor did not accord sanction, the sources told PTI.

Kerala Governor Arif Mohammad Khan Tuesday turned down a Cabinet recommendation to summon a meeting of the Assembly to debate the Central farm laws.

Chief Minister Pinarayi Vijayan said it was regrettable that a recommendation from an elected government enjoying clear majority, for discussing an emergent issue of national importance, has not been acceded to by the Governor, especially when the power to summon an Assembly session clearly falls outside the discretionary power of the Governor.

On December 21, the Cabinet had made a recommendation to the Governor to summon a meeting of the Assembly on December 23. The Governor turned down the recommendation after raising queries as to the purpose of summoning the Legislature.

Opposition leader Ramesh Chennithala said the Governor’s decision was unfortunate.
