Land Swap: Verification of enclave residents to start soon

Between July 31, 2015 and June 30, 2016, the entire process, including physical exchange of enclaves and land parcels is expected to be completed.

India is all set to start the process of verification of people living in the 51 border enclaves, which will be handed over to Bangladesh according to the Land Boundary Agreement (LBA) signed between the two countries recently.

A team of 75 officials will carry out the survey in which they will ask the enclave residents whether they would like to take the citizenship of Bangladesh or India. “The exercise will start on July 6 simultaneously in all the 51 enclaves and is expected to be completed before July 31 — the ‘appointed day’ for the exchange of enclaves,” a Home Ministry official said.

As per the agreement, which will be implemented in a phased manner over the next 11 months, India will hand over 51 enclaves, spread over 7,110 acres to Bangladesh, and in return the neighbouring country will give India 111 enclaves, spread over 17,160 acres.

Between July 31, 2015 and June 30, 2016, the entire process, including physical exchange of enclaves and land parcels in adverse possession along with boundary demarcation, is expected to be completed. The passage of the enclave residents, arranged by the respective governments, is likely to take place by November 30, 2015.

The two countries have also outlined the modalities of a complex process of settlement of immovable property. The residents will have to provide “details of the records and specifications of immovable property” to the local district administration. The details will be posted in the public domain by the administrations and the governments will “facilitate remittance of sales proceeds” of the property.
