The Indian National Lok Dal Monday accused the Congress government in Haryana of not doing enough to deal with the menace of life threatening diseases including cancer and hepatitis. While moving two separate calling attention motions,the Opposition slammed the government of not having adequate facilities to curb the menace forcing the patients to approach other states with better health facilities.
However,Health Minister Rao Narender Singh refuted the allegations. In his reply to the motion on the concluding day of the budget session,he elaborated the steps taken by the state government to deal with the two diseases.
The health department has taken steps for control and prevention of cancer and would take further measures to create awareness among the people,upgrade diagnostic and lab and treatment facilities in the district hospitals and strengthen Regional Cancer Centre,Rohtak. It would also provide support for setting up of National Cancer Institute at a cost of Rs 1,800 crore with 600 beds at Jhajjar.
He said that the state proposes to provide free travel facility to all cancer patients in Haryana Roadways buses. At Regional Cancer Centre of PGIMS,Rohtak all below poverty line (BPL) patients were being given free of cost treatment. One Medical College has been started in Khanpur Kalan,Sonepat and two more will be operationalised soon, he added.
He said that free chemotherapy treatment upto Rs one lakh per patient per year was being given to poor cancer patients. Civil surgeons had been allowed local purchase of chemotherapy drugs to prevent delay in initiating treatment to cancer patients, he said.
Replying on the calling attention motion on Hepatitis,the health minister said that the state government was fully equipped to deal with any such disease.
Cancer stats
4,452 new cancer cases and 21,957 old cases reported at Regional Cancer Centre,Rohtak. Overall 23,662 new cases and 46,763 old cases reported for treatment.
As per the reports from Post Graduate Institute of Medical Sciences,Rohtak 2008-2012,most commonly reported cases were of oral cavity,throat,oesophagus,breast and cervical cancer.
Hepatitis stats
The number of positive cases reported under Integrated Disease Surveillance Programme (IDSP) for viral hepatitis A & E,in year 2010,2011 and 2012 are 1,476,1,201 and 221,respectively.
In 2012 three outbreaks of Hepatitis E were reported - two from Sonepat with 22 cases and one from Yamunanagar with five cases.
Oppositions claims
In Haryana,23 per cent villages have no health centre and 17.7 per cent villages have no primary health centres,58 per cent PHCs have no accommodation for staff to live in,while 80 per cent have no woman doctors and 37 per cent have no arrangement of beds for the patients.
