Captured by a Cong MLA in House,the Speaker’s chair

Less than 72 hours after the Punjab Vidhan Sabha Speaker Charanjit Singh Atwal brought Chief Minister Parkash Singh Badal and the Leader of Opposition,Sunil Jakhar,together to ensure smooth functioning of the budget session,the House Wednesday witnessed unprecedented rowdy scenes.

The Akali MLAs displayed some uncharacteristic patience during the last one hour of the Assembly when some Congress MLAs “captured” the Speaker’s chair after beating up the hapless marshalls.

After the second adjournment when the house met at 2pm,Chairman Gurtej Singh,seated on the Speaker’s chair,asked SAD MLA Daljit Singh Cheema to initiate discussions on the Governor’s address. However,the Congress MLAs walked into the well of the House raising slogans and refused to take their seats. The marshalls,stationed in the House,formed a human wall in front of the stairs leading to the Speakers’ chair.

The Congress MLAs led by Sunil Jakhar continued to raise slogans for almost half-an-hour with some of them sitting in the well of the House. Some other sat on chairs and started thumping the tables.

Cheema,meanwhile,continued to speak on the Governor’s address. When,on Deputy Chief minister Sukhbir Badal’s demand,the chairman extended the session by another 30 minutes,agitated Congress MLAs started flinging papers and reports lying on their tables towards the Chairman. The Marshalls tried to block the ‘missiles’ but several bulky reports hit the chairman who was on the Speakers’ chair.

Chief Minister Parkash Singh Badal,along with the SAD-BJP MLAs,walked out of the Assembly at this stage.

Congress MLA Raja Warring then started pushing his way through the Marshalls and in the process hit two of them. He pulled one of the marshalls by his hair and hit him. One of the marshalls requested Warring with folded hands to back off. However,Warring managed to pass through followed by the others. MLA Charanjit Channi stood on the secretary’s chair,placed below the Speaker’s chair and started raising slogans. The Chairman along with his staff then left the House.

The Congress MLAs had a field day after that. Jagmohan Singh Kang went and occupied the Speaker’s chair. Rana Gurjit Singh took the Speakers’ mallet and started banging it on the table. Balbir Singh Sidhu stood next to the table and raised slogans. Two other MLAs stood on the secretary’s table.

After a few minutes of raising slogans,Kang and the others started to come down. The other MLA’s goaded them to go back following which Kang went back and again sat on the Speaker’s chair. He then targeted Sukhbir and Revenue Minister Bikramjit Singh Matjithia announcing from the chair the Congress was forced to do all (ruckus in the House) because Punjab was being ruled not by Parkash Singh Badal but by the the Saala-Behnoi Party (the party of brothers-in-law).
