The government is in favour of introducing semester system in universities to ensure continuous evaluation of students,HRD Minister Kapil Sibal informed the Rajya Sabha on Friday.

“The Planning Commission has asked for universalisation of semester system in universities. While new universities are mandated to implement it,existing ones have been asked by UGC to introduce it within two years,” he said during Question Hour.

Noting that dialogue is needed to implement the new system,he said since universities are autonomous bodies,”persuasion and not compulsion” was needed to introduce the system. He hoped it would be done by 2011-12.

Sibal, however, refused to accept the logic that the semester system has failed and gave examples of Delhi University,JNU and Ambedkar University, where it was functioning successfully.

The minister said the system helped in continuous evaluation of students and gave them an opportunity to write exams twice a year besides allowing them to have more interaction with teachers, who have to work hard in this system.
