With a day to go for the Winter Session of the Maharashtra Legislature, the Opposition is set to corner the Shinde-Fadnavis government on the issue of pushing development only in selective regions of the state.
While Opposition parties in the state continue to raise the demand for the resignation of Governor Bhagat Singh Koshyari and target the government for losing large industrial projects to Gujarat, they also plan to corner the ruling side by highlighting the prominence given to the Mumbai Metropolitan Region (MMR) by Chief Minister Eknath Shinde “at the expense of the rest of the state”.

What is the Maharashtra-Karnataka border dispute?
The Maharashtra and Karnataka boundary dispute has its origins in the reorganisation of states along linguistic lines via the State Reorganisation Act, 1956. Since its creation on May 1, 1960, Maharashtra has claimed that 865 villages, including Belagavi (then Belgaum), Carvar and Nipani, should be merged into Maharashtra. Karnataka, however, has refused to part with its territory.
On October 25, 1966, the Centre constituted the Mahajan Commission headed by the then Supreme Court Chief Justice Meher Chand Mahajan, at the insistence of Maharashtra. While rejecting Maharashtra’s claim over Belagavi (then Belgaum), the commission recommended 247 villages/places, including Jatt, Akkalkote and Solapur, to be made part of Karnataka. It also declared 264 villages /places, including Nippani, Khanapur and Nandagad, to be made part of Maharashtra.

A sessions court here has discharged gangster Chhota Rajan in a case related to the 1999 murder of an alleged member of the Dawood Ibrahim gang. The court allowed Rajan's discharge plea on December 17. The detailed order became available on Tuesday.
As per the prosecution, Anil Sharma, an alleged member of the Dawood gang, was shot by Rajan's men in suburban Andheri on September 2, 1999.

The Brihanmumbai Municipal Corporation (BMC) has issued a circular that only the civic chief and additional municipal commissioner will be authorised to speak to the media henceforth.
In a circular issued on Monday, Municipal Commissioner Iqbal Chahal has instructed all other officers and staffers not to speak to the media. Only the municipal commissioner and concerned additional municipal commissioners will be the "competent authority" and they will be authorised to speak to the media, the circular said.
A special team will probe why the Mira-Bhayander police did not act on a complaint filed by Shraddha Walkar against Aaftab Poonawala in November 2020, Maharashtra Deputy Chief Minister Devendra Fadnavis told the Assembly.
Walkar was allegedly killed by her live-in partner Poonawala in May this year in their Delhi flat. He allegedly chopped her body into multiple pieces and disposed of them over several weeks before he was arrested by the Delhi Police last month.
Fadnavis, who handles the Home portfolio, said so far it has not occurred in any investigation if there was any political or any other pressure on the police behind Walkar withdrawing the complaint. (PTI)
NCP MLC Shashikant Shinde said, "Maha Vikas Aghadi has won highest number of gram panchayats in Maharashtra. BJP-Shinde group is lying and has been misleading by claiming upper hand. The BJP-Shinde group are claiming victories in areas ruled by the NCP. They are full of lies. The people of Maharashtra have taught this state government a fitting lesson."
Deputy CM Devendra Fadnavis said that out of the 7,000 gram panchayat results received so far, the BJP alone won 2,348.
"It has emerged single largest party," he said.
The Balasahebanchi Shiv Sena won 842 seats, while Shiv Sena (UBT) got 637, Congress 809 and NCP 1,287.
Chief Minister Eknath Shinde said, "The thumping success in gram panchayat polls is a befitting reply to Maha Vikas Aghadi."
"With gram panchayat results, the government's responsibilities have increased. We reassure our government will work hard to fulfill the aspirations of rural Maharashtra," Shinde asserted.
As the counting for Gram Panchayat polls neared its end, Deputy CM Devendra Fadnavis said, " The BJP-Balasahebanchi Shiv Sena alliance is ahead of its political rivals Maha Vikas Aghadi."
The results received till now show Balasahebanchi Shiv Sena and BJP have won 3029 gram panchayats, but the finally tally is awaited, he said.
Fadnavis said, "Gram panchayat polls have shown that people in rural Maharashtra have accepted the BJP-Balasahenchi Shiv Sena government in Maharashtra." He further said that the high electoral margin gained by the alliance is a "testimony to government's developmental work and policies and welfare schemes for rural population".
Fadnavis added that the electoral success has been witnessed across Vidarbha, Marathawada, North and Western Maharashtra, Konkan.
Shiv Sena MP Sanjay Raut said, "The gram panchayat elections are not fought on party symbols. So, every party claims it is ahead. This is bound to happen. But general ruling parties assert itself."
In the ongoing counting of votes cast in the gram panchayat polls held in Maharashtra, the BJP emerged to be leading in 1,631 seats, while ally Balasahebanchi Shiv Sena was ahead in 772 constituencies as 6 pm. Opposition constituents NCP took the lead in 1,019 seats, Congress in 690 seats and Shiv Sena (UBT) in 631.
NCP claimed it won 63 gram panchayats out of 196 in Nasik district, while the BJP reportedly won 55.

Maharashtra Congress chief Nana Patole claims that Congress has won 200 out of 236 grampanchayats in Nagpur district. Patole said that Deputy CM Devendra Fadnavis' adopted village Fetri too has been won by Congress.
Fetri village is situated 45 km from Nagpur City. In 2014, Fadnavis as then CM had adopted this village.

The second train of the Mumbai Metro’s underground line, Aqua Line 3, has left the manufacturing unit at Sri City Andhra Pradesh and is on its way to Mumbai covering 1,400 km via road. The underground line is also known as the Colaba-Bandra-Seepz Line.

The CBI mentioned its application in the Bombay High Court seeking extension of the time to make effective the bail order to former Maharashtra Home Minister Anil Deshmukh.

The CBI urged that it required time till January 3, stating that vacation benches at the Supreme Court are not available during its ongoing Christmas/winter break. HC will hear CBI's application seeking extension of time on Wednesday.
Speaking in the Assembly during a discussion on the Shraddha Walkar case, Deputy CM Devendra Fadnavis said, "Our government is not against interfaith marriages but we cannot deny that love jihad is a reality in society. Our government is studying various laws made by different states and if needed, our government is prepared to make a law for this."
"As of now, we have not found any political or outside pressure on local police in Shraddha Walkar case. However, Walkar withdrew her complaint after one month. We are probing what happened during that one month," said Fadnavis.
BJP MLA Ashish Shelar demanded in the Assembly that probe should be conducted on use of tar in road and bridge construction in Mumbai. Deputy CM Devendra Fadnavis replied saying the information will be taken from him and time-bound action will be taken without targeting anyone unnecessarily.
With only 10 days left for the month of December to end, there is no clarity on when winter will actually make its presence felt in Mumbai.

The Brihanmumbai Municipal Corporation (BMC) is set to carry out a survey to determine the population of stray dogs in Mumbai so as to create a database and thereby adopt birth control strategies for the animals.
Civic body officials said that over the past many years there has been an increase in dog population in Mumbai, and hence an increase in incidents of man-animal conflicts. The last survey was carried out in 2013. Read more

One lane of the Gokhale bridge in Andheri will be opened by March 2023 while second lane will be functional by December 2023, state minister Uday Samant informed the Assembly.
Recently, Shiv Sena (UBT) MLA Aaditya Thackeray demanded that a third high-powered committee of experts and consultants should carry out a time-bound assessment about repairs required on the bridge before it can be temporarily opened for traffic.
The civic body had floated the tender for reconstructing the Gokhale Bridge — estimated to cost Rs 84.7 crore — on November 12.

Speaking during the state Legislative Council session, Deputy CM Devendra Fadnavis said that there wre no irregularities in the allotment of land for NIT.
"No land was given to anyone as being said by the opposition. The matter is subjudice. I have presented all the facts before the house," Fadnavis said.
Raiding the Belgavi issue in Assembly, NCP's Jayant Patil said that the arrogance of Karnataka should be dealt with strongly.
"Karnataka is purposely targeting Marathi population in the border area. If the arrogance of Karnataka CM continues, I ask the Maharashtra government to undertake the work to raise the height of dams like Koyna and Warana in Maharashtra. We can stop the water if we want. "
NCP MLA Hasan Mushreef from Kagal (bordering Karnataka) narrated that elected representatives were stopped by the Karnataka police which is a violation of constitutional rights.
As Deputy CM Devendra Fadnavis responded to Opposition's questions on the NIT land issue, protesting members trooped into the Well of the House. Thus, the House was adjourned for 15 minutes.
MLC Pravin Darekar objected to Deputy Speaker Nilam Gorhe's decision to adjourn house while Fadnavis was replying to the point of information.
NCP MLC Eknath Khadse demanded the resignation of CM Eknath Shinde over the NIT land issue.
"The decision of giving a plot worth Rs 83 crore in Rs 2 crore was taken by CM Shinde (while he was the Urban Development minister). The decision was taken when the matter was subjudice in the court. The amicus curiae has said that there was an interference of the minister. The court has also pulled up the department over it. Hence, we demand resignation of CM Shinde," Khadse said.
Deputy CM Devendra Fadnavis responded by saying that the Opposition is trying to mislead the house.
The matter is currently being heard in the HC. Opposition is seeking government's reply on the statement of Amicus curiae of the case that the decision of the minister(to give order of handing over land of NIT) amounts to interference of administration and contempt of court.

Opposition leaders have alleged that after Maharashtra CM Eknath Shinde's (during MVA government tenure) order, NIT was forced to give 2 lakh square feet land worth Rs 83 crore for Rs 2 crore.
The Bombay High Court has ordered status quo on a decision taken by Maharashtra Chief Minister Eknath Shinde when he was a minister in the previous Uddhav Thackeray-led Maha Vikas Aghadi (MVA) government of allotting land meant for slum dwellers to private persons.
A division bench of Justices Sunil Shukre and M W Chandwani of the HC's Nagpur bench in its order passed on December 14 noted the court since 2004 has been monitoring the land allotments made by the Nagpur Improvement Trust (NIT) to politicians and other influential individuals.

In 2009, the Bombay High Court ordered the installation of CCTV cameras on the premises of all hospitals after a newborn baby was stolen from the civic-run Sion Hospital in Mumbai. Although CCTV cameras were installed as directed, nearly 42 per cent of them were dysfunctional till October-end this year, a series of RTIs filed by The Indian Express reveals.
Similarly, nearly 43 per cent of the CCTV cameras installed at Mumbai’s biggest civic-run hospital — KEM Hospital in Parel — were not working till October-end. At Sewri TB Hospital, the largest TB hospital in Asia, 79 per cent of the CCTV cameras were not operating despite instances of patients turning violent and even trying to take their own lives. A written complaint has been submitted to Mumbai police seeking the registration of an FIR in connection with the saffron dresses worn by actor Deepika Padukone in the song 'Besharam Rang' in the upcoming Shah Rukh Khan-starrer 'Pathaan'.
The complaint against the producer, director and lead cast of the film for allegedly hurting the religious sentiments of people and "intentional" use of the colour saffron to offend Hindu religion was submitted on Saturday, a Sakinaka police station official said.
The complaint by an activist alleged the song promotes vulgarity among the youth and could also cause law and order disruptions in society, the official added.
A police constable suffered burn injuries while trying to put out firecrackers during the Urs procession near a school in Mumbai's Mahim area, an official said.
The incident took place on Sunday night, which was the last day of the renowned and heavily patronised Makhdoom Shah Baba Urs, he said. "Some persons taking part in the procession were bursting crackers. The on duty inspector had asked the constable to put out the firecrackers for the sake of safety of the participants. The constable was injured while dousing the firecrackers with his feet," he said.
The 'Balasahebanchi Shiv Sena' faction led by Maharashtra Chief Minister Eknath Shinde took possession of the existing office of Shiv Sena on the premises of the Nagpur Legislative Assembly complex on the first day of the winter session.
MLAs of the faction led by Uddhav Thackeray were allotted another office, a Shiv Sena (Uddhav Balasaheb Thackeray) faction leader said. Workers of both sections of Shiv Sena were engaged in a war of words in the afternoon over the allotment of the office, which has been used by Shiv Sena for three decades.
The Maharashtra government presented a supplementary demand of Rs 52,327 crore in the Assembly, including Rs 8,945 for the Urban Development Department, which is headed by Chief Minister Eknath Shinde.
The supplementary demand presented by Deputy Chief Minister Devendra Fadnavis, who also holds the finance portfolio, has a sum of Rs 3,200 earmarked for compensation to farmers affected by unseasonal rains. The Bombay High Court reserved its order on a public interest litigation filed by two persons against what they claimed was the haphazard manner in which the redevelopment of BDD chawls in central Mumbai is proposed.
The petition filed by city residents Shirish Patel and Sulakshana Mahajan claimed the manner in which the redevelopment is proposed would jeopardize the health, well-being and right to life of people in the metropolis.
Senior counsel Aspi Chinoy, appearing for the petitioners, on Monday told a division bench of Acting Chief Justice S V Gangapurwala and Justice S G Chapalgaonkar that the redevelopment of the BDD chawl is just going to be like "modern slums".
A ticket checker of the Central Railway was attacked and injured by a passenger at a railway station in Maharashtra's Thane district, police said. The incident took place at Ambivali railway station in Kalyan taluka around 9 am, an official said.
At least 80 to 90 acres land was dug up illegally during the construction of the Mumbai-Nagpur Samruddhi Expressway in Maharashtra's Aurangabad, a Bharatiya Janata Party (BJP) MLA has claimed.
BJP MLA Haribhau Bagde has written to the administration regarding illegal digging carried out in his constituency Phulambri. "The Deogiri Cooperative sugar factory has around 135 acres of land at Sawangi in Phulambri. While 20 acres had been acquired Mumbai-Nagpur Samruddhi Expressway project, illegal excavation was carried out on the remaining land, which has been left unleveled," Bagde told reporters.
Underlining the clear stance of the Maharashtra government against Naxalites in the region, Deputy Chief Minister Devendra Fadnavis said that the authorities would never stop fearing Naxals.
"Maharashtra will never stop fearing Naxalites, we will answer them, today we have limited Naxalism in Gadchiroli up to a few tehsils, the youth of Gadchiroli has stopped going towards Naxalism today," said Deputy Chief Minister Devendra Fadnavis. Mumbai Metro’s two new lines 2A (Dahisar to Andheri West DN Nagar) and 7 (Dahisar East to Andheri East) are expected to be fully operational in January 2023, according to Metropolitan Region Development Authority (MMRDA).
In April this year, then Maharashtra chief minister Uddhav Thackeray flagged off the first phase of these lines, the 20-km stretch from Dhanukarwadi (Kamran Nagar) and Aarey Colony in the western suburbs of Mumbai.

An infant girl passed away hours after her birth Monday morning after a non-registered hospital at Shivaji Nagar, in the eastern suburbs of Mumbai, where she was born, did not have any neonatal facilities to look after her. As per the police, no MBBS doctor was present when the girl’s mother developed labour pain and it was an underqualified nurse, only a Class 10 pass, who assisted the woman in delivering the girl.
When the police team reached the RN Medical Hospital in Shivaji Nagar, the doctor, who has a BAMS (Bachelor of Ayurvedic Medicine and Surgery) degree, jumped from the terrace and fled. The police registered a First Information Report (FIR) and arrested the manager of the hospital along with the nurse while they were still looking for the doctor and the owner of the hospital. Within six months of the BJP-backed Eknath Shinde government coming to power, the bullet train project between Mumbai and Ahmedabad has completed the acquisition of around 98 per cent of the land it needs in Maharashtra, officials told The Indian Express.
Clearing its most significant hurdle since inception, the project now has the green signal for an overall 98.68 per cent of the total of 1,396 hectares required for the 508-km route in Gujarat, Dadra and Nagar Haveli, and Maharashtra.

The fight against cancer can be a daunting, isolating and emotionally draining experience. In a bid to extend some much-needed emotional support to such individuals, a group of cancer survivors, under the name Saathi, have been counselling patients at Nanavati Hospital in Mumbai.
The support group provides a space where survivors and caregivers can share their stories and connect with others who understand what they are going through. They also help people to deal with the challenges of cancer, such as adjustment to a new diagnosis, emotional stress, and financial concerns.
Rashmi Tipnis, a member of the group and a cancer survivor herself, said many of the patients she has counselled affectionately call her maa (mother), maasi (aunt) or badi maa. “Especially in younger patients, their parents — devastated by the detection of cancer, need more emotional and moral support. Speaking to someone who has overcome the fears of cancer gives the caretaker and the patient a lot of confidence to undergo the treatment positively,” said Tipnis. (Read More)
