The Maharashtra cabinet on Tuesday approved the redevelopment of over 2.65 lakh square metres of land of buildings under the Maharashtra Housing and Area Development Authority (MHADA) in Mumbai’s upmarket Bandra reclamation and Worli (Adarsh Nagar) areas.
Permission has already been granted for the redevelopment of some of the co-operative housing societies under MHADA in these areas. The cabinet approved the appointment of a Construction and Development Agency through MHADA for combined redevelopment, instead of single building project.
For this combined redevelopment, four FSI (floor space index) will be approved with the prior approval of the government. Out of this four, one will be approved in the form of housing stock.
“Therefore, the bidder who is ready to provide maximum housing stock to MHADA and fulfils the financial and other conditions of the tender process should be appointed by MHADA for redevelopment. It will be necessary to follow all government decisions while implementing the tender process,” an official from the housing department said.
The area of Bandra Reclamation area is 1,97,466 square metres and that of Adarsh Nagar (Worli) is 68,034 square metres. The developer appointed by MHADA will be required to submit consent letters of 51 per cent of the total members of both the areas to MHADA.
The Construction and Development Agency will be responsible for rehabilitating the original landowners and residents of these projects, providing them with temporary accommodation, paying rent for alternative sites, corpus funds, and developing all infrastructure.
The cabinet also approved amendments to the Maharashtra Slum Area (Reform, Clearance and Rehabilitation) Act-1971 to speed up slum rehabilitation in the state and make Maharashtra slum-free. According to this decision, three provisions act will be amended. Earlier, after declaration of a slum area; the landowner, developer or cooperative society had to submit a proposal for redevelopment of this land within 120 days.
This period will now be reduced to 60 days. If the concerned parties do not submit a proposal within these 60 days, the slum area will be handed over to another authority for redevelopment.
If the slum rehabilitation scheme in the Mumbai Metropolitan Region is being implemented on a joint partnership basis with government, semi-government corporations, authorities or local bodies, the said land will now be made available to them on a 30-year lease within 30 days of the issuance of the letter of intent for the scheme, in a bid to get loans and financial assistance from banks or financial institutions.
In slum rehabilitation schemes, slum dwellers are given rent instead of transit camps. But the developers do not pay this rent to the slum dwellers on time leading to rise in arrears. A new section 33-B will be included in the law to make a legal provision for recovering the transit camp rent or other dues from the developer. In this, the recovery of rent arrears from the developers will be done as per the Revenue Act.
