Govt mulls more FSI for slum redevelopment

Slum sprawls in prime locations of Mumbai could become a goldmine for private developers with the state government proposing to enhance FSI perks for slum redevelopment schemes. Sources confirmed that the Slum Rehabilitation Authority (SRA) has written to the BMC seeking to enhance the FSI incentive to developers taking up slum redevelopment projects.

Developers are already permitted to construct three times the size of a slum plot at present. For slums with a high population density, the FSI can be hiked up to four times the plot size. The FSI incentive offered is proportionate to the built-up space used for rehabilitation of slum families. The SRA has sought a hike in this maximum permissible built space.

The proposal for FSI incentives is now being considered, a senior official said. Also, while existing norms permit resettlement of only those residing in slums built prior to January 1, 2000, the SRA has now asked the municipality to offer some incentives to ineligible slum dwellers as well, sources revealed.

“Almost all projects where the percentage of ineligible slum dwellers is above 50 per cent have failed to take off,” an SRA official said.

For now, in the revised draft of the DC Regulations, city town planners have not recommended more sops in slum redevelopment projects, arguing that the slum redevelopment model had failed to meet its end objective of rehabilitating all slum dwellers and making Mumbai slum-free.

Since the time it was set up in 1996, the SRA has permitted over 1,500 redevelopment projects, of which only 250-odd have been completed. But following the SRA’s proposal, the civic body on Sunday withheld release of the draft regulations for slum redevelopment projects.
