The District Child Protection Department in Nagpur rescued two young boys, aged 8 and 7 years, who had been confined to their home by their mother (33) for the past three years. Officials said the children had not stepped out or even seen sunlight during this period. The rescue operation was carried out in Lava Dabha village in Nagpur’s Wadi and the mother has since been admitted to a mental hospital by her relatives.

District Child Protection Officer (DCPO) Mushtak Pathan said the department received information about the case through the 1098 child helpline and the local village child protection committee, after an anganwadi worker raised an alert.

Following the report, the team held a meeting with the village sarpanch and residents and statements of the neighbours of the family, which confirmed the children’s plight. The rescue was then carried out with the help of the Child Welfare Committee (CWC), local police, and social workers, Pathan told The Indian Express.

“When we reached the home, the mother refused to open the door for nearly an hour. Her husband informed that she had earlier threatened to kill both the children and herself if anyone tried to take the kids away. We had to act very carefully,” Pathan said. After the police threatened her, she had no choice but to open the door, informed Pathan.

“Once the police detained the mother, NGO workers and officers went inside to bring the children out,” he said.
The children’s father, who is a daily wage labourer, had been too afraid to intervene because of his wife’s threats. He eventually cooperated with the team after the rescue, once he gained confidence.

The boys were initially shifted to a children’s home but Pathan said they displayed unusual behaviour. They did not speak, were fearful, and even tried to bite caregivers since they were afraid. Doctors then admitted them to the pediatrics ward of Indira Gandhi Government Medical College & Hospital (IGGMCH) also known as Mayo Hospital, where they were receiving treatment under the psychology department.

“The children are deeply traumatised and require extensive psychological treatment and rehabilitation,” Pathan said, adding that custody will not be given to anyone, not even the father, until doctors and welfare authorities recommend it.

Explaining the mechanism of the 1098 child helpline, Pathan said calls are first received at a central command centre in Pune, then forwarded to the war room in Nagpur. The local team is required to act within an hour, investigating the case, taking action, and closing the complaint after filing a report.

“We feel that an ample amount of time has already been wasted, but if the children had remained in those conditions, both they and the mother’s lives were at a threat,” Pathan noted.

The successful rescue was supported by the Village Child Protection Committee, comprising the sarpanch, the police patil, an anganwadi worker and social workers. Neighbours confirmed that the children had not been allowed outdoors and had “never seen the sun” during the three years of confinement, which led to the rescue of the children.

Authorities informed that they will now conduct a home inquiry to understand the family’s educational background, so as to ensure a safe future and rehabilitation for the children. Relatives had largely avoided the family because of the mother’s condition, leaving the children isolated until the rescue, informed the officials.
