Govt depts pass on buck as institute flouts rules

Punjab Veterinary Vaccine Institute has failed to register itself with the committee for control and supervision of experiments on animals

Committee for control and supervision of experiments on animals (CPCSEA) has taken a serious note of Punjab Veterinary Vaccine Institute,located in the GADVASU campus,failing to get itself registered with the committee.

The registration with the committee is a must,because the nominees inspect the institutions to check whether the experiments on animals are being conducted as per norms or not,or whether the animals are tortured while the experiments are conducted.

The institute comes directly under the Animal Husbandary Department,which is also the executor of the Prevention of Cruelty to Animals Act,1960,in the state. The committee members said the department never even tried to get this Act executed in the state in various veterinarian institutes and hospitals. The committee members claimed they had issued some letters to the department nearly three years ago,and recently,one more was issued,a copy of which was also sent to the GADVASU.

The CPCSEA letter stated,“No animal can be procured from or sold to unregistered institute or dealer. Licence for breeding and sale is necessary to deal in animals. But the rule has been flouted,without any respect for the law of the land.” The Committee has warned the department to get the law executed in the state or face strict action,including penalities (not more than Rs 200) or prosecution.

Department director Dr S S Sandhu,however,said,“According to my information,institutes get themselves registered with the committees concerned. University is an autonomous body. Still,I will check.” GADVASU V-C Dr V K Taneja was not available for comments.

Dr Sandeep Jain,one of the nominees of the committee,said,“I am surprised that the veterinary university has not registered itself,although letters were sent to them.”
