Roping in nearly 500 experts from various fields, putting QR codes on display at public places and institutions to gather people’s sector-wise suggestions and launching a specialised web portal to connect with AI-based applications.
These are some of the steps the state government is taking to prepare its massive public outreach programme from next week to seek feedback from the general public for the ‘Uttar Pradesh Vision-2047’.
During the recently held Assembly session, a special 24-hour-long discussion was held on the ‘Uttar Pradesh Vision-2047’. The session, however, ended amid bickering and exchange of allegations between the ruling BJP and opposition MLAs.
As part of the ‘Vision-2047’ exercise, the state Planning Department has identified the experts, including retired IAS and IPS officers, and specialists from agriculture, industry, scientific research, social sector and education sectors.
Officials said the experts will then be allocated districts to reach out to the public at the grassroots level and explain to them the ‘UP Vision-2047’ for a developed Uttar Pradesh and also the ways in which they can provide their suggestions.
“These experts are retired IAS, IPS officers, scientists, retired teachers of basic, secondary and higher education, former vice chancellors, IT professionals, doctors, agriculture scientists, retired railways officials and working professors,” said Alok Kumar, Principal Secretary, Planning Department, which is the nodal agency for preparation of ‘Uttar Pradesh Vision 2047’.
He further said, “Five of these experts would be assigned a district and they would reach out to students, intellectuals, farmers, at schools, colleges, gram panchayats, higher education institutes for their opinion.”
The officials said since they are expecting a large volume of suggestions, a dedicated web portal highlighting ‘UP Vision-2047’ will be launched.
The government will also seek help from experts to introduce an artificial intelligence application that can segregate suggestions based on their types. The government is also planning to introduce a “reward-based system” for the best suggestions, which would be prominently included in the ‘UP Vision-2047’.
The three broad themes under which 12 focus sectors have been divided are ‘Arthshakti’ (economic power), ‘Srijan Shakti’ (creation power) and Jeevan Shakti (life power). Under ‘Arthshakti’, suggestions on innovations in agriculture and allied sectors like horticulture, sugarcane production, irrigation will be sought. Also, animal husbandry and allied sectors like dairy, fisheries besides industry, innovation and promotion of IT and electronics and tourism will be included in this. Under ‘Srijan Shakti’ (creation power), suggestions on urban and rural development, and related sectors such as road, air or water transport and renewable and alternative energy sectors will be invited.
Under Jeevan Shakti, suggestions on social welfare, upliftment of women, children, underprivileged, youth, labour force etc will be taken. It will also include health and medical care and allied sectors such as AYUSH as well as all four levels of education— basic, secondary, higher and technical. Suggestions on improving security and law and order will also be covered under this.

Short-term: $1 trillion economy by 2030
Long-term: $6 trillion by 2047
Prominent suggestions so far:
* The state to launch its own satellite with the help of ISRO
* Developing AI cities.
* Turning the state into a hub of culture and tourism with world-class facilities.
* Target to turn all large urban bodies as “solar cities” and achieving a forest cover of at least 13%.
* To include at least 15 state universities in NIRF top 100 list in next five years.
