The state Human Rights Commission has directed principal secretary (Home) to register an FIR against three policemen,including a station officer,for allegedly beating up Ram Lakhan Maurya,gram pradhan of Ausan Ka Pura in Allahabad,during the interrogation of a double murder case.
The direction for registering an FIR was passed following an inquiry conducted by the investigation wing of the Commission. The inquiry team found that Station Officer Ram Avtar Verma called Maurya to the police station and assaulted him. Maurya was released after locals intervened. They also found that other than the SO,Sub-Inspector Devendra Singh Chauhan and Constable Sanjay Singh Yadav were also involved. The Commission has directed the principal secretary (Home) to send a compliance report of the order by March 23.
On December 13,2008,two locals Kandhai and his wife Dropdi were found murdered at their residence. A crowd gathered near the house and Ram Lakhan Maurya announced that if the police failed to solve the case,they would stage a demonstration.
This irked the SO and he called Maurya and asked him to come to the police station. The following day,when Maurya went to the police station,he was told to own up to the crime. Thereafter,the police took him to Ramphal outpost and on their way,Ram Avtar threatened to kill him in an encounter if he did not own up to the crime.
At the police post,Maurya was hung upside down and thrashed. The policemen asked him to admit the crime or pay Rs 50,000. Maurya was released next morning following pressure from locals. He then sent a complaint to the Commission. The Commission asked for a report from the district SP. The police,however,stated that Maurya had only been humiliated. Later,the Commission ordered an inquiry by its own investigation wing.
