Telangana High Court orders police to address public safety complaint over unauthorised burning of Ravana’s effigy
A resident of Balanagar in Cyberabad sought judicial intervention to stop the conduct of Ravana Dahanam at Vinayaka Colony, citing concerns over public safety and potential fire hazards.
During the court proceedings, the petitioner's counsel, K Buchi Babu, opted to simplify the request.
The Telangana High Court last week directed the Cyberabad police to act on a citizen’s complaint regarding public safety concerns over the unauthorised burning of Ravana’s effigy in Balanagar, a residential area, on the occasion of Vijayadashami on October 2.
Justice N V Shravan Kumar’s ruling, dated September 18, 2025, directed the Cyberabad police commissioner, and Balanagar’s deputy commissioner of police, assistant commissioner of police, and the station house officer to dispose of the matter within a week.

The petitioner, Nomula Sundeep Patel, a resident of Balanagar, sought judicial intervention to stop the conduct of Ravana Dahanam at Vinayaka Colony, citing concerns over public safety and potential fire hazards. Patel said they had filed a formal complaint with the police on September 8, but alleged that no action had been taken. The petitioner also presented photographic evidence from a similar event held the previous year to support his claim.
During the court proceedings, the petitioner’s counsel, K Buchi Babu, opted to simplify the request. Instead of seeking a direct declaration from the court, the counsel asked for a directive compelling the authorities to respond to the initial complaint. This request was agreed upon by the assistant government pleader for Home, who represented the respondents.
Justice Kumar, in his order, did not comment on the specific risks of the event or the merits of the petitioner’s claims. Considering the submissions made by counsels on either side, Justice Kumar said, “Without expressing any opinion on the merits of the case, this writ petition is disposed of directing the respondent authorities to dispose the petitioner’s representation dated September 8, 2025, and pass appropriate orders within a period of one week from the date of receipt of a copy of this order.”
