In interim relief, Telangana High Court allows OCI cardholder to register for NEET-PG counselling under NRI quota
The petitioner's application for an Embassy Certificate had been rejected on the grounds that the Overseas Citizen of India (OCI) card was sufficient, the Telangana High Court was informed.
Acknowledging the petitioner's dilemma, the court issued an interim order to safeguard his ability to register.
The Telangana High Court has directed that a petitioner with an Overseas Citizen of India (OCI) card be permitted to register for NEET-PG counselling under the Non-Resident Indian (NRI) quota. This decision comes amidst pending updated guidelines for NRI seats, providing a temporary resolution for candidates in a similar situation.
The interim relief, by the division bench of Chief Justice Aparesh Kumar Singh and Justice G M Mohiuddin, came on September 16. “…since it appears that the updated guidelines for NRI seats eligibility are in the pipeline and registration for NEET-PG Counselling may commence any date and that as the petitioner has OCI card, his application for registration under NRI quota be entertained on the basis of OCI card,” the bench stated.

The petitioner, Dr Pamula Sushanth Reddy, had sought to register for counselling but was concerned that the registration process might begin before new guidelines for NRI eligibility were issued by the Medical Counselling Committee.
According to instructions from the Deputy Directorate of General (Medical & Health), which were presented to the court by the learned counsel for the Centre, “the requirement of NRI certificate for OCI is not mandatory.” The official communication further noted that the petitioner should “wait for the updated guidelines for NRI seats eligibility” as counselling for National Eligibility cum Entrance Test-Postgraduate (NEET-PG) is yet to start. The petitioner’s application for an Embassy Certificate had been previously rejected on the grounds that the OCI card was sufficient.
Acknowledging the petitioner’s dilemma, the court issued an interim order to safeguard his ability to register. In their remarks, the judges stated: “However, the petitioner shall be required to submit the requisite certificates, as may be laid down under the updated guidelines for availing NRI seats eligibility…”
The court has scheduled the next hearing in the case for October 8.
