With the air quality in Delhi being recorded as ‘severe’ for the past five days, the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) on Sunday ordered the imposition of the Graded Response Action Plan (GRAP) Stage IV restrictions — the highest level of curbs.
-Classes for senior students (Class VI-IX, Class XI) can be transitioned to online mode.
-Vehicles may also run on an odd-even basis, there may be closure of colleges or educational institutions and closure of non-emergency commercial activities.
– Government and private offices can also run at half capacity, and work-from-home may be permitted.
-All truck traffic into Delhi will be stopped unless they are carrying essential commodities. There is no permit for Light Commercial Vehicles registered outside Delhi, as well as a strict ban on plying of Delhi-registered Bharat Stage-IV and below diesel-operated Medium Goods Vehicles. These are exempted if they are providing essential services. Trucks and LCVs that are EV or CNG-run or of BS-VI diesel standards are allowed.
-There will also be a ban on linear projects such as roads, highways, flyovers, overbridges, power transmission, pipelines, and telecommunications, among others.
-Earlier with GRAP Stage-III, a ban on dust-generating construction and demolition activities are in-effect such as: all demolition works, earthwork for excavation, laying of sewer line, water line, drainage, electric cabling brick or masonry works, major welding and gas-cutting operations, painting, welding, gas-cutting operations, cement, plaster/other coatings, cutting/grinding, and fixing of tiles.
-Waterproofing work, road construction activities and major repairs, transfer, loading/unloading of dust-generating materials, movement of vehicles carrying construction materials on unpaved roads and all transportation of demolition waste had also been banned in GRAP Stage-III.
-Construction and demolition activities that are related to the railways, metro rail services, airports, hospitals, defence, etc. may be permitted.
-LCVS registered outside Delhi are allowed if they are EVs / CNG / BS-VI diesel operated. All LNG/ CNG / Electric/ BS-VI diesel trucks are however permitted to enter Delhi. Other trucks may be permitted for emergency purposes.
-Similarly, BS-IV and below diesel-operated MGVs and HGVs in Delhi are allowed if carrying essential commodities or providing essential services.
