Parliament Winter Session Day 1 Live Updates: Lok Sabha proceedings adjourned till 2 pm amid ruckus; Govt trampling Parliamentary decorum for 11 years, says Kharge

TMC MP Abhishek Banerjee hit back at Prime Minister Narendra Modi's charge that the opposition was turning Parliament into a stage for "drama", asserting that demanding accountability on the Special Intensive Revision (SIR) exercise and other governance issues cannot be dismissed as theatrics. Banerjee's remarks came hours after the Prime Minister, speaking to reporters outside Parliament ahead of the winter session, said the House was "not a place for drama but for delivery", describing the opposition's conduct as a "warm-up arena" for elections and even offering to give them "tips to bring positivity in politics".

Responding sharply, Banerjee said the opposition had only sought a formal debate on the SIR exercise, which he claimed had already led to "around 40 deaths, including BLOs", because of alleged procedural lapses.

Speaking in Rajya Sabha, PM Modi said, “You (chairman CP Radhakrishnan) chose struggle, you fought as a warrior of democracy during the Emergency.”

In September, Chandrapuram Ponnusami (C P) Radhakrishnan was elected as India's 15th Vice President, a post that made him the ex officio chairman of the Rajya Sabha.

Prime Minister Narendra Modi said the rise of CP Radhakrishnan from an ordinary background to the office of Vice President reflects the true strength of democracy, and hoped his experience and guidance will aid in the smooth running of the Rajya Sabha.

Congress chief Mallikarjun Kharge called PM's remarks ahead of Parliament session nothing but hypocrisy; biggest 'dramabaaz' of them all is talking of drama. He said those in power are playing the 'dramebazi' game. He further added that the BJP should end distraction drama, engage in debate on people's real issues.

In Rajya Sabha, PM Narendra Modi says, "I saw the bond you forged with the tribal communities in Jharkhand. The way you visited even small villages, the Chief Minister of Jharkhand would proudly mention these things whenever he met me. Whether you had a helicopter or not, you would travel in whatever vehicle you had, stopping at small places at night. We all know your spirit of service and the way you took it to new heights as Governor... I have realised one thing that people sometimes feel the burden of their position, and sometimes they get overwhelmed by protocol. But I've noticed that you have no connection with protocol..."

Praising Vice President CP Radhakrishnan, PM Narendra Modi said that this was a proud moment for the country.

Speaker Om Birla made multiple appeals to the members to not raise slogans but as Opposition members continued raising slogans, Birla adjourned the House.

BJP MP Kangana Ranaut on the session says, "We only request the opposition not to interrupt the Parliament session and let it function smoothly, so that multiple bills can be proposed during the session."

An INDIA bloc floor leaders meeting happened at Rajya Sabha LOP Mallikarjun Kharge's residence. Sources said that the floor leaders decided that Opposition members will be disrupting proceedings in both Houses till the government agrees for a discussion on the SIR and Election Commission.

Speaking about and raising issues is not drama. Drama is not allowing democratic discussions about issues that matter to the public..."

While addressing the media, PM Narendra Modi said that the world has witnessed India's economic strength alongside democracy.

Speaking to the media as the Parliament’s Winter Session begins, PM Narendra Modi said,“India has lived democracy. The excitement people show strengthens our belief in it. The voter turnout in Bihar reflects the power of democracy, and women’s participation gives us hope.”

Congress MP Sukhdeo Bhagat says, "The government is running from its responsibilities...The government refuses to address the opposition's issues raised in Parliament...We have been continuously protesting inside and outside Parliament on the issue of SIR... We want a discussion on SIR, but I don't think the government will allow it...It is very unfortunate that discussion on such an important issue is not allowed"

The governmen thas listed 14 Bills for introduction or consideration. Key among them are the Atomic Energy Bill, 2025, allowing private participation in the nuclear sector, and the Higher Education Commission of India Bill, 2025. Othe major bills include Bankruptcy Code, Jan Vishwas Act, National Highways Act, and GST law in Manipur.

Since the Narendra Modi-led government came to power in 2014, just three of the total 35 Sessions have been shorter than the planned 15-day Winter Session this year. Incidentally, all three were Winter Sessions, including the 13-day sessions of 2017 and 2022, and the 14-day Session of 2023 that saw mass suspensions of Opposition MPs.

Opposition parties to meet on Monday morning to fine-tune their floor strategy. Leader of the Opposition in the Rajya Sabha, Mallikarjun Kharge, has convened a meeting of Opposition floor leaders, but it is to be seen whether parties such as the Aam Aadmi Party (AAP), which is not part of the INDIA bloc, and the Trinamool Congress (TMC) attend the meeting

The Opposition on Sunday indicated it was open to discussing SIR as part of a broader debate on electoral reforms, even as the government sought the cooperation of Opposition leaders for a smooth functioning of Parliament. It is learnt that the government told the Opposition that it would get back to them on the SIR issue, even as it proposed a discussion on Vande Mataram. The negotiations between the two sides first took place at an all-party meeting and then during the meetings of the Business Advisory Committee (BAC) of the Rajya Sabha and the Lok Sabha.
