MCD: Funds remain unused,says Opp leader

Initiating the Budget debate on Monday,Leader of the Opposition in the Municipal Corporation of Delhi Jai Kishan Sharma alleged that funds with several departments had remained unused.

Initiating the Budget debate on Monday,Leader of the Opposition in the Municipal Corporation of Delhi (MCD) Jai Kishan Sharma alleged that funds with several departments had remained unused. He pointed out the various promises the BJP had made in its Budget speech last year but had allegedly failed to fulfil.

Speaking in the presence of Municipal Commissioner K S Mehra,Sharma said the BJP had been juggling with figures. “The Budget presented in the House shows the MCD’s income for the previous year is Rs 5,59,609 lakh,against the expenditure of Rs 6,11,593 lakh expected in the coming financial year. How are we going to meet this deficit?” Sharma asked.

Highlighting the condition of roads in the city,Sharma also said the MCD had ample funds to repair roads but these had remained unused. “Of the Rs 250 crore allocated for repairing roads in industrial areas,only Rs 65 lakh were spent. Rs 25 crore were provided for the strengthening of rural roads but only Rs 3.97 crore have been spent,” Sharma said.

Giving out details of funds not properly spent by the MCD,Sharma alleged that of the Rs 2 crore provided by the Corporation for the renovation of heritage buildings and Rs 5 crore allocated for the welfare of municipal employees,no money has been spent. Of the Rs 30 lakh allotted,no money has been spent by the MCD for the welfare of retired municipal employees and their dependents.

Of the Rs 130 lakh allocated for the welfare of the Scheduled Castes and Scheduled Tribes,only Rs 70 lakh have been spent. Rs 22 lakh were spent for the development of Ladies Parks out of the Rs 6.70 crore allocated.

Sharma said that in the last Budget the BJP had promised that the condition of MCD toll gates along Delhi borders would improve. The roads would be repaired and the toll gates would be beautified. “Instead,the MCD has increased the toll tax and has done nothing to improve the condition of the toll gates,” he said.

Sharma also alleged that the BJP is in the habit of making new announcements though no scheme has been implemented. “The redevelopment of Special Areas under the City,Sadar Paharganj and Karol Bagh zones was announced but no work has been carried out. Work on the Civic Centre was to be completed by December 2008 but it has not been completed on time because of the lethargic attitude of the BJP. A majority of parking site projects announced during the Congress regime were sanctioned but it is unfortunate that no project has been started so far,” Sharma said.
