To enable citizens to file complaints against bribe-seeking government or police officials in a fast and anonymous manner, a dedicated portal – the Vigilance Complaint Information Management System (VCIMS) – was unveiled Thursday.
Launching the portal https://www.vcims.delhi.gov.in, Lieutenant Governor VK Saxena said: “The VCIMS will serve as a single-window portal to enable the common man to file vigilance complaints anytime from anywhere…I hope that this first-of-its-kind initiative in the country will prove to be an effective tool to achieve zero tolerance to corruption by ensuring a faceless interface between the government and the general public, who avail government services,” Saxena said.
The L-G said the portal would accept complaints against employees of Delhi government departments as well as bodies such as the Municipal Corporation of Delhi (MCD), New Delhi Municipal Council (NDMC), Delhi Development Authority (DDA), Delhi Police, and other autonomous organisations and institutions under the Delhi government.
Saxena said the system provides end-to-end seamless processing of vigilance complaints in which the identity of the complainant will be kept secret and be revealed only under “exceptional circumstances”.
To ensure that only genuine complaints are filed on the portal, complainants will compulsorily have to submit an e-undertaking that they can be prosecuted under section 182 of the Indian Penal Code (IPC) for giving false information to public servants.
