The Delhi government presented its Outcome Budget Monday under which it gives a report card of the promises it made and the progress on those assurances.
The document presented by Delhi’s new Finance Minister Kailash Gahlot in the Delhi Assembly has budgetary outlays linked to two kinds of indicators. These are the output or the service or infrastructure provided by the department, and the outcome which is an indicator of how people have benefitted.
The Delhi Government started presenting the Outcome Budget in 2016-17.
Here’s how the government rated itself:
1. 515 Aam Aadmi Mohalla Clinics operational, average of more than 51,000 patients per day.
2. An average of 62,906 patients in IPDs and 99,382 patients in OPDs availed of health care services in 38 Delhi Government-run hospitals daily.
3. 2414 people received cashless treatment (accident, acid attack, thermal burn, and injury) from private hospitals and 62,849 radiological tests recommended at private centres under reimbursement of the ‘Delhi Arogya Kosh’ (DAK) scheme till December 2022.
1. Government schools recorded a pass percentage of 98 per cent at the Class 12 level and 97 per cent at the Class 10 level for the academic session 2021-22.
2. CCTV cameras have been commissioned in 83 per cent of schools run by the Delhi Government.
3. More than 90 per cent of the schools under the Department of Education are marking the attendance of their students online on a daily basis.
4. The Business Blasters programme provided seed money of Rs 2000 each to 2 lakh students, generating 41,000 new business ideas in 2022-23.
5. 100 per cent of schools have implemented the Deshbhakti Pathyakram in their curriculum.
6. During 2022-23, 11 new Schools of Specialised Excellence (SoSE) have been added to the existing schools.
1. Initiative launched to provide all public services in a faceless manner. More than 35 lakh faceless requests received to date.
2. 93,160 e-vehicles registered till December 2022. Electric vehicles constituted 16.7 per cent of all vehicles sold in Delhi in December 2022, the highest for any state in India.
3. One Delhi app launched in November 2022 on which 3319 Cluster Buses and 4000 DTC Buses can be tracked.
4. Bus marshals have been deployed on 100 per cent of Cluster Buses in both shifts. This has already been done in 92 per cent of DTC buses.
1. 500 high mast flags were installed across the city to commemorate 75 years of Independence, making Delhi a ‘City of Tricolours’.
2. 2.06 lakh CCTV cameras have been installed in common public places for general public safety.
3. Work to extend Ashram Flyover to DND Flyover has been completed.
4. Completion of 16 stretches of Streetscaping Project to make roads in Delhi similar to European roads.
1. 995 MGD water production has been reached up to December 2022, as compared to 929.13 MGD water production in the financial year 2021-22
2. Out of 27.34 lakh active consumers of Delhi Jal Board, 73 per cent of domestic consumers are receiving water subsidies.
3. The length of water pipeline laid has been increased to 5138.48 k in unauthorised colonies. Water supply through pipelines has been commissioned in 97 per cent of unauthorized colonies.
4. 15,855 water samples have been tested for quality. Of these, 97 per cent of samples have been found to meet quality standards.
1. 3.47 lakh women in distress were given monthly financial assistance in 2022-23, an increase of 35,000 from the previous year.
2. 6.38 lakh children and pregnant/nursing mothers are accessing services of nutrition, vaccination, and health services through Anganwadis.
3. 31,743 girls enrolled under the Ladli Scheme as of 2022. 21,336 maturity cases have been paid till the third quarter of the year 2022-23.
1. 100 per cent of Industries are equipped with Continuous Emission Monitoring System (CEMS).
2. 10.78 lakh saplings have been planted in the forest areas.
3. 75 per cent of complaints were resolved within the prescribed time period under the Green Delhi app for violation of anti-pollution norms.
4. Modern lab for real-time identification of different causes of pollution was established in collaboration with IIT Kanpur, IIT Delhi, and TERI.
