Don’t force parents to buy expensive study material, uniforms: Delhi education dept to private schools
The Delhi government has issued orders to private schools asking them not to force parents to buy expensive education material and uniforms from school or any specific vendor, failing which they would risk facing “stringent action”.
An order from the Directorate of Education said private schools are run by trusts/societies and have “no scope of profit and commercialisation”.
The order states that schools should display the class-wise list of books/writing material to be introduced in the coming session, well in advance on the school website, and also communicate it clearly to parents via other media.

The Mohali district court Saturday issued a non-bailable warrant against BJP leader Tajinder Pal Singh Bagga in connection with a case registered against him on April 1 alleging inflammatory posts in the media and on Twitter.

One, for impeding Police Commissioner & 2nd, for direction to Delhi & Haryana Police that CCTV cameras may be preserved. When applications will be listed on Tuesday, we'll reply."

Delhi BJP leader Tajinder Pal Singh Bagga alleged that Punjab Police Officials entered his home on Friday morning and arrested him as if he were a terrorist, ANI reported.
"I was not shown any warrant. When nearly eight people picked me up, I told them to let me tie my turban. They did not give me the chance to wear my turban and slippers. I was thrown into the vehicle," Bagga said. He claimed that his arrest delivered a clear message -- "whoever speaks against Arvind Kejriwal would be the biggest terrorist and not spared".

Earlier in the day, Tajinder Bagga's father -- Pritpal Singh Bagga (64) -- had complained that some people came to his house in the morning and took away his son, a senior police officer said, adding that the case of kidnapping has been registered at Janakpuri police station.
The Punjab cops did not inform the local police in Delhi before arresting Bagga, a Delhi Police official said. Deputy Commissioner of Police (West) Ghanshyam Bansal said they received information from Pritpal Singh Bagga that his son Tajinder Bagga had been abducted around 8.30 am from his house by some unknown persons. BJP leader Tajinder Pal Singh Bagga has been released after being produced before a magistrate 25 minutes ago, his advocate Sanket Gupta said. "As per his MLC, he suffered an injury on his back and shoulder during the incident," Gupta said.
In a dramatic sequence of events, BJP leader Tajinder Pal Singh Bagga was arrested by the Punjab Police from his Delhi residence, stopped by the Haryana police in Kurukshetra while being taken to Mohali, and then escorted by the Delhi Police back to the national capital on Friday.
According to the Punjab Police, the arrest was made after the leader failed to appear before it despite having been served five notices in connection with ‘inflammatory speeches’ case.

Haryana Chief Minister Manohar Lal Khattar said the whole matter of Bagga's arrest is between Delhi and Punjab Police and Haryana has nothing to do with it.
“A few Punjab police personnel went to Delhi this morning, and picked him [Bagga] up without following requisite procedure of law. It would have been better if they had gone to Delhi and informed Delhi Police before picking him up. We received information from Delhi Police about it and stopped their vehicles. Since we had the information from Delhi Police, we acted on it. It was our duty to execute action on the information that Delhi police had given us. We stopped their vehicles and they revealed their identities that they were Punjab police personnel. It was our duty to hand him [Bagga] over to Delhi Police. It is for Punjab police to go back to Delhi and take his custody from them. We have found him [Bagga] and handed him over to Delhi Police. Technically also, either Delhi Police would have taken him or we would have taken him into our custody and handed him over to Delhi. But, now it is between Delhi and Punjab Police. If they want, Punjab Police can go back to Delhi and re-arrest him or whatever else they want to do legally. There is no role of Haryana into this," Khattar said.
Talking further on the issue, Khattar added, “It is a political issue, because Bagga addressed a gathering outside the residence of Delhi chief minister during election days. It is routinely seen that such statements are made by political parties against each other during election days. Election commission takes note of such statements and if necessary, takes action. Political parties should not take it to this extent.
It is an attempt to damage democratic institutions by the police at the behest of political party. It needs to be highly condemned.
Hours after being arrested by the Punjab Police, BJP leader Tajinder Pal Singh Bagga returned to Delhi on Friday evening.
After the court hearing, Advocate Satyapal Jain, appearing for Delhi police in Punjab and Haryana High Court, told the media that an FIR was lodged this morning by Tajinder Pal Singh Bagga's father at Janakpuri police station, New Delhi, where he alleged that he was manhandled and assaulted while his son Tajinder was abducted.
"As standard procedures, Delhi police lodged an FIR and flashed messages to various places. Simultaneously, Delhi Police also moved Dwarka court and obtained a search warrant – means wherever Bagga is found, he should be rescued, taken into custody and brought back to the Dwarka court. The search warrants were also flashed to Haryana Police and several other police forces. It was near Pipli (Kurukshetra) where Bagga was found, thus taken into custody by Haryana Police and subsequently handed over to Delhi police as part of executing the search warrant," Jain said.
"Delhi Police had lodged a FIR on charges of kidnapping at Janakpuri police station. Two-three officers of Punjab Police are sitting at Janakpuri police station. We have not detained them. They are sitting there in their own will. Bagga shall be reaching Dwarka court and then whatever further action happens, we shall be intimating the Honourable court, today evening," he sdia, claiming, "Delhi police had no clue why and how Bagga was arrested by Punjab Police. As per the law, if one state police's force goes to another state to arrest somebody, they will have to inform that state's police first, take them along and then make the arrest. In Bagga's case, Punjab police did not do so."
Haryana Home Minister Anil Vij said: "This morning, we had received information from Delhi Police that Tejinder Bagga was abducted from Delhi in a Bolero vehicle. We were told that he was being taken in an illegal manner. Whatever instructions we received from Delhi Police, we abided by it. If there was any instance, an FIR could have been registered at Delhi, too. Why was an FIR registered on Bagga in Punjab. Is there any torture house of Aam Aadmi Party in Punjab? Delhi Police will now investigate this matter and whatever is true, it shall come out. We got an information on abduction and we barely acted on it as per law."
Bagga added: "If anybody has committed a mistake, why AAP is not having any faith in Delhi Police? Why did not they get a case registered against Bagga at any police station in Delhi? Haryana Police only performed it's duty, acted on an abduction information and handed over the subject to Delhi Police."

Reacting to the series of quick developments in the Tajinder Bagga arrest case, Delhi AAP MLA Atishi said, "Punjab Police followed all legal process and issued arrest warrant before arresting Tejinder Singh Bagga. Following all due procedure, police filed a case and summoned Bagga to join the investigation five times but he did not respond or replied. But crossing all limits the BJP and Amit Shah's Delhi Police held Punjab Police hostage to save a 'Gunda' who tried to incite violence."

In court, the AG says everything was going as per the procedure when the Haryana Police intervened and delayed the process. Calling it a violation of law, he claims that Haryana Police made the Punjab police team wait for six hours before handing over Bagga to Delhi Police. He also claims Bagga was sent five notices but did not respond to any.
After Delhi Police took the custody of Bagga, Punjab Police has approached Punjab and Haryana High Court. AG Anmol Rattan Sidhu is at the court along with police officers. The state is charging Haryana police of wrongly interfering in the case. The case is being heard in the Court of Justice Lalit Batra.

The Delhi High Court on Friday listed for hearing on May 19 a plea by former JNU student Umar Khalid for bail in a Unlawful Activities (Prevention) Act (UAPA) case related to alleged conspiracy behind the riots in Delhi in February 2020 and allowed him as well as the prosecution to place on record all documents relevant for effective adjudication.
A bench of Justices Siddharth Mridul and Rajnish Bhatnagar also adjourned hearing till May 24 on the bail plea by Sharjeel Imam in the same case.
“Re-notify for further hearing on May 19. In the meantime parties are at liberty to place on record all documents that may be relevant for effective adjudication of appeal within one week,” said the court while dealing with Khalid's appeal against the rejection of his bail plea by the trial court.
Khalid, Imam and several others have been booked under the anti-terror law in the UAPA case for being the "masterminds" of the February 2020 riots, which had left 53 people dead and over 700 injured. (PTI)
Accusing the Punjab Police of "kidnapping" Tajinder Pal Singh Bagga, "without any notice or reason", a member of the BJP Yuva Morcha said that members of the organisation will remain outside the Thanesar Police Station in Haryana till he's released.
He added that Delhi CM Arvind Kejriwal should get ready for a defamation case. He will have to answer for taking out personal enmity, Karan Pratap Singh, a member of BJYM said.
The Senior Superintendent of Police, SAS Nagar Mohali, has sent a letter to his counterpart in Kurukshetra, requesting the release of the Punjab Police team and the accused so that he may be presented before the court “in time as per law”. He added that the team being stopped in Haryana “tantamounts to illegal detention and interference in administration of criminal justice system”.

Reacting to the arrest the allegations made by the BJP, AAP chief Spokesperson Saurabh Bhardwaj said: “Tajinder Pal Bagga is a characterless man known for using abusive, nasty words. Through his tweets, he tried to provoke communal violence in Punjab. He was not arrested randomly from his house or anything like that. Punjab Police issued several summons to him but he never responded to them or cared to join the police investigation. Punjab police is working to maintain peace, while Delhi and Haryana police is trying to protect such gundas and hooligans.” Bharadwaj added that this was not the first case against Bagga as he has been booked before for assaulting and brutally hitting a senior lawyer and giving provocative speeches to instigate communal violence in the state.
On the kidnapping case that has been registered by Delhi Police, he said, "This is between Delhi and Punjab police. We will not interfere in matters between two state police the like BJP and its leaders do.”

BJP spokesperson Nupur Sharma slammed the Aam Aadmi Party (AAP) government, calling the arrest of BJP leader Tajinder Pal Singh Bagga "illegal".
"The Aam Aadmi Party has shown no law to justify the arrest. The manner in which he (Bagga) was taken is in direct violation of the Delhi High Court order. Tanashahi nahi chalegi (Dictatorship won't be tolerated). The illegal arrest of party workers will not be tolerated and there will be a legal fight. This is a blatant misuse of state police and power," she said in a press conference.
Responding to questions over allegations of mishandling by Tajinder Pal Singh Bagga's father, police officer Manpreet Singh, SP (rural), Mohali, said that there's video footage of the arrest and they can be verified.
BJP Yuva Morcha President Tejasvi Surya Friday tagged Delhi Chief Minister Arvind Kejriwal in a tweet, saying "You've messed with the wrong guys."
He added that he had spoken to Tajinder Singh Bagga's mother and assured her of the whole organisation's support. "We will fight back," Surya added.

Officers with the Mohali police said Bagga is a resident of Janakpuri in Delhi. “In pursuance of the orders of the high court to strictly adhere to the directions of the Supreme Court in Arnesh Kumar vs State of Bihar and another, 2014(8) SCC 273, the accused was served five notices u/s 41 A CrPC to come and join investigation. The notices were served on April 9, 11, 15, 22 and 28. In spite of that, the accused deliberately did not join the investigation,” the officials said. Read more
Kamaljeet Kaur, Tajinder Pal Singh Bagga's mother, claimed that when she called up the Janakpuri station, she was told that the Delhi Police has no information. “This kind of hooliganism by Kejriwal is not good. If you are in a good position, you should maintain the dignity of that position. Just because the Punjab police is in your hands, doesn’t mean you can do daadagiri wherever you want,” Kaur told The Indian Express.
Speaking to The Indian Express, Kamaljeet Kaur, Tajinder Pal Singh Bagga's mother, said, “The Punjab police arrived early morning and picked him (Bagga) up from our home. Tajinder was sleeping. He said he should be allowed to wear his slipper and tie his siropa, but they didn’t allow that. It is a huge crime to take a Sikh man away like this without letting him tie his siropa. When my husband tried to shoot the incident (on mobile), they snatched his phone and assaulted him too so that he could not inform anyone. He was punched in the face. He called me around 7 am from his other personal phone and told me about the incident.”
The Delhi High Court Friday began hearing the bail plea of Sharjeel Imam and Umar Khalid in the Delhi riots case under UAPA.
The court is first considering Sharjeel's bail plea. His lawyer submitted, "The Allahabad High Court granted him bail in a case registered in Uttar Pradesh regarding the same speech. The order is on record," ANI reported.
Preetpal Singh Bagga, father of BJP leader Tajinder Pal Singh Bagga has alleged that the police mishandled him while arresting his son. "This morning, 10-15 police personnel came to our home and dragged Tajinder out. When I picked up my mobile phone to record a video of the incident, police took me to another room and punched me in the face," he was quoted as saying by ANI.
"Tajinder Bagga has been illegally detained by the Punjab Police," Delhi BJP President Adesh Gupta said. Alleging that the Punjab Police was acting on Delhi CM's directions, he said that "Kejriwal's Hitler-like act will cost him," according to news agency ANI.
BJP leader Kapil Mishra on Friday called party spokesperson Tajinder Pal Singh Bagga’s arrest a “misuse” of the police force, stating that the use of the force to clamp down on people “raising their voice on social media” has never happened before in the country.
Praveen Shankar Kapoor, Delhi BJP spokesperson, responded to the arrest saying, “The Arvind Kejriwal who had climbed up through Anna Hazare’s movement in the name of saving democracy has today murdered democracy. The first foundation of democracy is the freedom of political dissent which Arvind Kejriwal has killed today by arresting Tajinder Bagga. The arrest of BJP spokesperson Tajinder Pal Singh Bagga comes days after the then head of Punjab Police's cyber cell unit G Nageswara Rao was transferred out and posted as ADGP, human rights.

Punjab Police Friday picked up BJP spokesperson Tajinder Pal Singh Bagga from his residence in West Delhi, a month after he was booked for his statements against Chief Minister Arvind Kejriwal over the latter’s views on the movie “The Kashmir Files”.
Before arresting him, the Punjab Police had intimated the Janakpuri police station. Sources said a team from Punjab came to Janakpuri police station on Friday morning and shared their case details with them. “After sharing the details, they sent their team to his house from where he was picked up and taken to Janakpuri police station. They are now completing legal documentation work,” an officer informed.
Earlier on April 1, the Punjab Police had booked the BJP leader. According to the FIR, a copy of which was accessed by The Indian Express, Ahluwalia said Bagga’s comments were “… criminal intimidation… to cause violence… imminent hurt to Arvind Kejriwal and other AAP leaders in a pre-designed, well planned, orchestrated manner…”.Bagga and other have been booked under: Sections 153-A (Promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc., and doing acts prejudicial to maintenance of harmony); 505 (Statements conducing to public mischief); 505 (2) (Statements creating or promoting enmity, hatred or ill will between classes); and 506 (Punishment for criminal intimidation) of the IPC. “Many people get free electricity for which the Delhi government gives free subsidy. Time and again, I get suggestions and letters from people saying it’s good that you’re giving us free electricity, but since some of us are capable, we don’t want free subsidy and free electricity. You can use this money to set up schools and hospitals,” Delhi CM Arvind Kejriwal said at a press conference Thursday.
“So, we have decided that we will give people an option. We will ask them if they want electricity subsidy. If they say yes, we will give it to them. If they say no, we will not give it to them. This process of asking people will start soon, and from October 1, a subsidy will be provided only for those who ask for it,” he added. Read more
