Delhi News Highlights: The Delhi government has announced a ban on the storage, sale and use of firecrackers during Diwali this year as well, Chief Minister Arvind Kejriwal said Wednesday. Firecrackers were banned last year too. Considering the dangerous levels of pollution during Diwali over the last three years, a complete ban is being imposed on the storage, sale and use of firecrackers this year, Kejriwal tweeted. The demand of a Hindu Rashtra would not amount to promoting enmity between religious groups, one of the organisers of the event, where anti-Muslim slogans were raised at Jantar Mantar last month, contended before the Delhi High Court Wednesday while seeking bail in the case registered by Delhi Police.

“I am submitting with the greatest sense of responsibility that if ladyship holds today that a demand for Hindu Rashtra comes within the purview of Section 153A (IPC), I will not press my bail application,” advocate Vishnu Shankar Jain, representing accused Preet Singh, argued before the bench of Justice Mukta Gupta.

HC pulls up Delhi govt for delay in construction of Najafgarh hospital

The Delhi High Court Wednesday said that it is a “misfortune” of the public that construction of a 100-bedded hospital at Najafgarh was not getting completed and blamed Delhi government’s “lethargic approach” for it.

The observation came after Centre told the court that 80 per cent of the construction has been completed but Delhi government has failed to grant “forest clearance” since December 2018 despite a detailed correspondence in this regard. A “transplantation” of trees has to take place for which the permission of the state authorities is required, advocate Anurag Ahluwalia told the court.

DU reopens doors for practical classes, but attendance thin on day 1

Delhi University reopened its doors for practical classes on Wednesday to a muted response from students, particularly those from outside the city who are choosing to stay away for now.

From Wednesday, the university and its colleges are open for laboratory and practical work for final-year undergraduate and postgraduate students who can also attend these offline. In this phased reopening, the rooms are to be used only at 50% capacity and all theory classes will continue completely online.

Delhi to earn Rs 10,000 crore revenue under new excise policy, says Manish Sisodia

Delhi’s deputy chief minister Manish Sisodia Wednesday said that the city government is expected to earn around Rs 10,000 crore in a year from bidding of liquor shops with the implementation of new liquor policy.

The government has received 215 bids for retail vends in 32 zones across the city, he added.

A mango tree located in the heart of Lodhi garden has stood the test of time. But with canker disease, or “tree cancer”, caretakers think it is nearing its end.

The tree stands north of the Shish Gumbad (glass dome), almost mirroring its magnificence. The dome still has a few remains of the glazed blue ceramic tiles, which earlier covered it entirely. The mango tree, too, has witnessed the changing times.

JNUSU on indefinite strike demanding hostel allocation for first year students

The Jawaharlal Nehru University Students’ Union (JNUSU) is on a week-long indefinite strike on campus demanding hostel allocation for first-year students.

The students’ union has been protesting outside the Dean of Students office demanding hostel allotment for first-year students of the 2020 batch as well for students 2019 batch. Delhi govt moves Supreme Court challenging GNCTD Act amendments

The Delhi Government has moved the Supreme Court challenging the amendments made to the ‘Government of National Capital Territory of Delhi (GNCTD) Act’ giving greater powers to the Lieutenant Governor contending that it violates the “basic structure” of the Constitution.

The plea said that the changes “diminish the constitutionally guaranteed powers and functions of the elected legislative assembly and council of ministers of the NCT of Delhi, overturn the constitutionally stipulated balance between the Government of the National Capital Territory of Delhi and the Union Government, and impermissibly overrule the” 2018 “judgment of the” court in “Government of NCT of Delhi v Union of India”. Delhi: DDA to build international sports complex in Dwarka

The Delhi Development Authority (DDA) has approved a proposal to set up an international sports complex in Dwarka that will also have spaces for hotels, a convention centre, retail outlets and residential blocks.

The Delhi traffic police have started prosecuting people for tying ribbons and using danglers to hide their number plates from cameras. On Tuesday, the police prosecuted 250 violators and started drives in several parts of Delhi.

Special CP (traffic) Muktesh Chander said, “Such tricks, to hide a part of a number plate, to avoid prosecution of traffic offences by the camera, will not work. Delhi Traffic Police is keeping a close eye on such vehicles. Algorithms can figure out the correct number and traffic police can reach their doorsteps.” Read more

Only ‘tech-savvy’ officials for electoral rolls, says Delhi’s Chief Electoral Officer

Panic in Haryana village as 7 kids die in 3 weeks, health officials probe

In the time of Covid and public health emergency, health officials in Palwal district of Haryana are scrambling to diagnose the reason for the death of at least seven children, all aged below 14, within three weeks in a village.

Such is the panic in Chilli village, over 20 km from Palwal, that health officials are camping in a panchayat house to investigate the cause of death – it is still unclear and the reasons being cited, by residents of the village and health officials, range from dengue to pneumonia, gastroenteritis to vector-borne diseases owing to lack of sanitation. 38 fresh COVID-19 cases in Delhi, no new fatality

The national capital recorded zero fatality due to the coronavirus on Tuesday, along with 38 fresh infections at a positivity rate of 0.05 per cent, according to data shared by the health department here. The national capital had recorded 17 COVID-19 cases, the lowest since March 28 last year, and zero death on Monday, while the positivity rate stood at 0.04 per cent. The capital has recorded only one fatality due to the infection in September so far. The total number of tests conducted the previous day stood at 70,308. With the new cases, the overall infection tally in the city climbed to 14,38,288. --PTI

Delhi Police lodges rape FIR against LJP MP Prince Raj

Delhi police has registered an FIR under IPC provisions relating to rape, criminal conspiracy, destruction of evidence at Connaught Place Police Station against Prince Raj, the LJP MP from Samastipur in Bihar, on the basis of a complaint filed by a woman three months ago.

The FIR also named LJP leader Chirag Paswan, who, the complaint alleged, conspired to delay action against his cousin Prince.

The police lodged the FIR on September 9 on directions from a Delhi court, after the complainant approached it. Read more

The Gurgaon administration has set up vaccination camps across three market areas – near Hanuman Mandir in Sadar Bazaar, Galleria market, and Fawara Chowk bus stand to increase coverage.

These camps will be functional for four hours between 4 pm and 8 pm. Officials said 200 slots for the Covishield vaccine would be available in these market areas.

On Monday, as part of a mega vaccination drive, the Gurgaon health department administered 62, 426 Covid-19 vaccine doses. The department is aiming to administer as many as 1.45 lakh doses across 250 sites during the vaccination drive till September 17. Read more

Delhi BJP to help children orphaned by Covid, auction gifts PM Modi received in 20-day welfare campaign

The Delhi BJP will conduct 'Sewa Samarpan Abhiyan' from September 17 to October 7 during which several welfare measures would be taken by party leaders, including registration of children orphaned by Covid-19.

Delhi unit chief Adesh Gupta said, “Children orphaned due to Covid-19 will be registered so that they can be helped under the PM Cares fund.”

He said the gifts received by Prime Minister Narendra Modi would be auctioned and the money received would be utilised for the Namami Gange project for the cleaning of river Ganga. “With cleaning of rivers cleanliness drive will be launched in mandals and the focus will be on banning plastic,” he said. Centre cites diplomatic relations to justify curbs on Markaz Nizamuddin

Justifying the continuation of restrictions at Nizamuddin Markaz, including the mosque where public entry was banned in the aftermath of Tablighi Jamaatmembers testing positive for Covid more than a year ago, the Centre on Monday told the Delhi High Court that cases registered against foreigners found staying there have diplomatic implications and that the curbs on the premises do not violate the right to practice religion.

“Since about 1,300 foreigners were found to be residing in the said premises and cases against them have cross-borders implications and involves nation’s diplomatic relationship with other countries, it is necessary and incumbent on the part of the Respondent to preserve the said premises for the purpose of Section 310 of CrPC,” the Ministry of Home Affairs said in a reply to the petition filed by Delhi Waqf Board for easing of restrictions at the Markaz. House collapses at North Delhi’s Sabzi Mandi, three including two children rescued

A two-storey building collapsed in North Delhi’s Sabzi Mandi area Monday morning. DFS Chief Atul Garg said three persons, including two children, were rescued and rushed to hospital.

The Delhi Fire Services said they received a call about a house collapse at 11.50 am. Initially, five fire tenders were sent and one person was pulled out. The police are trying to ascertain how the building fell. Read more

Ankit Gujjar murder case: Delhi HC directs DG Prisons for safety measures of the five eyewitnesses

Delhi High Court directs DG Prisons to file a status report indicating the measures being taken to ensure the safety and security of five eyewitnesses in Ankit Gujjar murder case. The court also ordered the DG Prisons to ensure that the five eyewitnesses are kept in an area where the CCTV camera is fully functional so that ingress and egress of the area is properly monitored.

The 5 eyewitnesses - three of them are currently in jail and two are to surrender on September 24 after expiry of interim bail - have approached the court for protection. Gujjar was allegedly murdered by Tihar Jail officials last month. The High Court on September 8 directed the CBI to takeover the probe from Delhi Police.

Extortion: Delhi Police set to invoke MCOCA against 2 jail officials

The Delhi Police are likely to invoke the stringent Maharashtra Control of Organised Crime Act (MCOCA) against two jail officials who allegedly helped Sukesh Chandrashekhar extort money from former Fortis Healthcare promoter Shivinder Singh’s wife Aditi Singh.

Supplementary chargesheets pending in riot cases, NE district police seek help

With supplementary chargesheets pending in cases related to the February 2020 riots, the Northeast district police has asked four districts — Central, North, Shahdara and East — to send two sub-inspectors each to assist with the work.

The decision was taken days after a Delhi court rapped the police. On September 6, upset over the delay in trial, the court, in two separate orders related to the riots, had pulled up the police for “lackadaisical attitude”, failure in “supervisory duties”, and trying to avoid “taking responsibility”.  Read more

Nephew killed woman at Chandni Mahal: Delhi Cops

DAYS AFTER a body of a 55-year-old woman was found inside her house in Central Delhi’s Chandni Mahal, police arrested her nephew for allegedly killing her.

The victim, Mumtaz Parveen, had been arrested by the Special Cell in 2000 along with her husband, a suspected ISI agent from Pakistan. While her husband was deported to Pakistan, she stayed in India and had even applied for citizenship. Read more

Delhi Development Authority moots policy to sell surrendered, rejected flats

The Delhi Development Authority is likely to bring in a ‘first come first served’ policy to sell flats that were either surrendered, rejected, or remained un-allotted in previous housing schemes.

DDA commissioner (housing) V S Yadav said the proposal has been sent to the Ministry of Housing and Urban Affairs to consider giving people flats for those inventories that are not in demand. “When we say ‘not in demand’, it means sectors where 50% houses have been either being cancelled, surrendered, or remained un-allotted,” he said. Delhi: The tree stalling a project

What is to be done with the pervasive vilayati kikar trees in the Delhi Ridge? The question, which is at the heart of a project to ‘restore’ parts of the Central Ridge, long known as the capital’s green lungs, appears to have created a rift among experts and forest department officials, bringing the project to a standstill.

Earlier this year, the Delhi cabinet approved a project to restore the biodiversity of around 423 hectares of the Central Ridge, allocating Rs 12.21 crore for the five-year implementation period. The government constituted a six-member progress review and advisory committee for the project earlier this year. Read more

The Delhi Police Special Cell has arrested six men, including two allegedly trained by Pakistan’s Inter-Services Intelligence (ISI), with officials claiming that the intelligence agency was working with Dawood Ibrahim’s brother to plan attacks during the festival season in Delhi, Uttar Pradesh and Maharashtra.

Special CP (Special Cell) Neeraj Thakur said, “We have arrested Jaan Mohammed Sheikh (47), a resident of Maharashtra; Osama alias Sami (22), a resident of Jamia Nagar; Moolchand alias Saaju (47), a resident of Rae Bareli; Zeeshan Qamar (28), a resident of Allahabad; Mohd Abu Bakar (23), a resident of Bahraich; and Mohd Amir Javed (31), a resident of Lucknow.”

Red Fort violence: Delhi Police sees a conspiracy in rise of tractor sales

To substantiate its allegation that the Republic Day violence by a section of farm protesters was “a deep-rooted, well-orchestrated conspiracy”, the Delhi Police has cited a “rise” in sale of tractors in Punjab and Haryana between November 2020 and January 2021.

The “sale of tractors rises to a considerable extent rapidly in a well-orchestrated conspiracy and with the sole object…to take tractors to Delhi for agitation and protest,” says the chargesheet.

Ex-J&K MLC’s murder: Police nab one of the accused from Jammu

Days after former member of the Jammu and Kashmir Legislative Council and National Conference leader Trilochan Singh Wazir (67) was found dead inside an apartment in West Delhi’s Basai Darapur, the Delhi Police nabbed one of the accused from Jammu in connection with the murder case.

The man, identified as Rajender Chaudhary alias Raju, was caught in Jammu on Tuesday morning, while the other accused are still on the run. The Police alleged he was involved in the conspiracy.
