Delhi Lieutenant Governor Vinai Kumar Saxena has directed all district magistrates in the national capital to monitor the developmental works undergoing in the villages under “Dilli Gramoday Abhiyan”. According to officials, Saxena also directed DMs and the agencies concerned like the Delhi Development Authority (DDA), the Public Works Department (PWD) and others to ensure that all the awarded works and projects are completed by August this year.
Saxena issued the directions at a recently held review meeting with all agencies including DDA, Municipal Corporation of Delhi (MCD), Irrigation and Flood Control Department, PWD, and others on Friday. Senior officials of these departments and DMs of all districts were present at the meeting.
“He also directed them to ensure strict monitoring of the projects, leaving no scope for any delay or compromise with the quality of works being done,” said an official, adding that 416 projects worth Rs 364.38 crore are already being implemented under this initiative.
“The LG was informed that these 416 projects will be executed at the cost of Rs. 418.11 crore. Of which a fund of Rs. 273.70 crore has already been released while the remaining amount of Rs.144.41 crore will be released in a week. Of these 416 projects, the majority are being executed by DDA and remaining by different agencies under DDA’s supervision,” added the official.
Officials said Saxena also reviewed the ongoing works in each district and directed the DMs concerned to monitor the projects by conducting field visits and reviewing the progress of works periodically. He also directed them to counter-check and physically verify the progress reports submitted by the agencies and ensure that all the undergoing projects are updated on the e-monitoring web portal every fortnight, along with before and after photographs of the actual works attached.
“No report will be accepted without photographic / video evidence…The contractors will have to give a five-year warranty for each work executed by them. EMDs of the contractors will not be refunded at one go and instead will be released at 20% per year, depending upon the quality of the work executed by them,” said the official.
Officials also said it was found that the quality of the completed project is not up to mark, so the contractor has been directed to redo the work.
Under this village redevelopment initiative, developmental works such as the renovation of community centres, village chaupals, crematoriums, panchayat ghars, sports infrastructure, repair of roads, illumination of dark spots, etc are being done.
Besides, 37 crematoriums in different villages are being revamped at the request of villagers, said officials from the L-G office adding that Saxena also directed departments concerned to explore the possibility of providing electric and gas-based furnaces at every site, so that trees are not cut. The LG also directed the provide public amenities including proper seating space at these cremation grounds. The DMs were specifically directed to ensure proper upkeep and maintenance of cremation grounds with the help of locals as well as NGOs.
Saxena was informed that so far work estimates for just Rs. 418 crore have been sanctioned while nearly Rs. 540 crore was still available. To this, LG directed all agencies to re-visit the villages, hold consultations with the villagers and chalk out the tentative big projects like dispensaries, libraries, roads, drainage, water bodies, etc, said officials.
The projects under the Dilli Gramoday Abhiyaan were launched by Saxena, Union Home Minister Amit Shah along with the then minister of Housing and Urban Affairs in March this year.
