The final stage or Phase IV of the Graded Response Action Plan (GRAP) has been imposed in the National Capital Region as the Air Quality Index (AQI) dipped to the “severe” category. This phase is meant to be activated at least three days before the AQI surpasses the 450 mark in the capital.
The restrictive actions in the phases implemented before this continue to be in effect, along with the measures imposed after GRAP ‘severe plus’ category is invoked. The Commission for Air Quality Management (CAQM), a statutory body responsible for formulating strategies to combat pollution in the region, has asked Delhi and NCR states to implement all emergency measures, news agency PTI reported.

Here’s what is allowed, what is not under GRAP Stage-IV:
The entry of truck traffic into Delhi is banned, except CNG or electric trucks and those carrying essential supplies.
Light commercial vehicles (LCVs) registered outside Delhi will not be allowed to enter the city, except for those providing essential services or electric/CNG/BS-VI diesel vehicles.
All construction and demolition activities remain banned, including linear projects like highways, roads, flyovers, overbridges, power transmission, pipelines etc.
Diesel-based medium and heavy goods vehicles registered in Delhi can no longer run in the city, except for those providing essential services.

The governments may also decide on whether to allow public, private, and municipal offices to work on 50% strength while rest of the employees work from home.
State governments may also consider other emergency measures like closure of colleges and other educational institutions, and closure of non-emergency commercial activities, permitting vehicles to run on odd-even basis.
Central government may take an appropriate decision on permitting work from home for employees working in central government offices.
