More than a year after a creche facility was opened up for members of judicial services and staff posted at the Rohini Court complex, the office of the District and Sessions Judge (Northwest & North) has issued a rather controversial circular.
It states that children of the staff will be admitted in the creche if “they are clean, hygienic and free from disease” and “if children of judicial officers are not available”.
The circular was issued on May 25 by District Judge (North) Pradeep Chaddah and District Judge (Northwest) Yogesh Khanna to all judicial officers and ministerial staff of both districts.

The creche was opened on March 6 last year on the third floor at Rohini Courts complex.
It stated, “All judicial officers and ministerial staff of both districts having female children in the age group of 2.5 years to 12 years and male children in the age group of 2.5 years to 9 years may avail the creche facility…”
Several court staffers are now up in arms as the administrative circular states that their children will be allowed “only if the children of judicial officers were not present in the day-care facility”.
They have also called the circular “discriminatory” and “demeaning” for non-judicial members.
Some of them said that if judicial officers “think about them in this manner, they would like that the creche facility be left exclusively for children of judicial officers”.
Also, according to the modified norms, the maximum number of children to be admitted in the creche shall be decided by the committee — keeping in view the availability of beds, bedding, and space available per child so as to ensure that they can play, rest and learn without hindrance.
Another modified norm, states, “In the discretion of the committee, a guardian may,send their domestic help with child to the creche. However, prior permission of the committee shall have to be taken for this purpose.”
