Police Monday arrested a 24-year-old man for allegedly stalking and harassing a woman and her daughters in August at a market in Delhi Cantt.

On August 24, police said the woman filed a complaint at Delhi Cantt police station alleging that the previous evening, while on a walk near the market with her two daughters, a car followed them for nearly 15 minutes. The car, a Honda City, raised the woman’s concerns as it trailed her daughters, who were walking ahead of her. Fearing for their safety, the woman warned her daughters to be careful and later reported the incident on X.

In response to the complaint, police lodged a case under BNS sections 78 (stalking) and 12 of the Protection of Children from Sexual Offences (POCSO) Act (sexual harassment of a child).

A police team was formed and with technical and manual surveillance, CCTV footage along the 115-km stretch from Delhi Cantt to Pari Chowk and back was analysed. They traced the car’s registration to one Tinku, a resident of Jewar. Tinku, who was wanted in an attempt-to-murder case, had been absconding for six months, said police.

Analysis of technical surveillance, including tracking the car’s movements via Automatic Number Plate Recognition, led police to find that the vehicle frequently travelled between Delhi and UP via Chilla check post.

After 10 days of monitoring at the Delhi-UP border, the team arrested the accused, Rajat Raj. Police said further probe is on to ascertain how Raj got the car.
