Tamil Nadu Governor RN Ravi on Monday gave his assent to the Tamil Nadu Prohibition of Online Gambling and Regulation of Online Games Bill, hours after the state legislative assembly passed a resolution against him for indefinitely withholding assent to several bills passed in the House.
Chief Minister MK Stalin, who moved the bill on Monday, expressed deep regret over Ravi’s actions and urged the Union Government and the President to prescribe a specific time limit for governors to provide assent to Bills passed by the state legislatures.

In June 2022, a committee formed by the government under retired High Court Judge K Chandru to examine the adverse effects of online rummy recommended a ban on online gaming by promulgating an ordinance.
The bill seeking to ban online gambling was first passed by the government in October 2022.
According to PTI, the adoption of the Bill was necessitated after the Madras High Court in August 2021 had struck the provisions of the Tamil Nadu Gaming and Police Laws (Amendment) Act 2021 which banned online betting. Such provisions were held by the High Court as ultra vires the constitution. The court had said that appropriate legislation may be passed by the government confronting the Constitutional sense of propriety in the field of betting and gambling.
The bill was returned to the House by Raj Bhavan in March 2023 for reconsideration with suggestions on making a few changes. The government on March 23, once again re-adopted the bill unanimously in the assembly and sent it to the Governor for his assent.
