Retd Punjab Police AIG alleges threat from gangsters Lawrence Bishnoi, Bhagwanpuria; FIR registered

The Ludhiana Police Friday registered an FIR against unknown persons on the complaint of retired Assistant Inspector General (AIG) of Punjab Police who alleged that he was getting threats from multiple gangsters including Lawrence Bishnoi and Jaggu Bhagwanpuria.

Sandeep Sharma, who retired as AIG with Anti-Drug Special Task Force (STF) Ferozepur range in 2022, alleged that he was getting threat calls from gangsters on WhatsApp from international numbers, and was being told to either withdraw the FIR he had got registered against the gangsters, or face consequences.

Sharma also alleged that gangsters were also threatening to kill him, his wife and son.

Though Sharma named multiple gangsters including Bishnoi and Bhagwanpuria in his complaint, the FIR states that the case was being registered against “unknown persons.”

“Except his statement, he (Sharma) could not produce any other proof to prove that the callers were actually Bishnoi and Bhagwanpuria. However, he did receive threat calls from some international numbers which cannot be denied. Hence, this FIR is being registered on the approval of Ludhiana police commissioner,” read the FIR.

The FIR adds that gangsters Bishnoi, Bhagwanpuria and others named in the complaint, are currently lodged in different jails, and they “will be involved in investigation soon.”

The FIR has been registered against unknown persons under the section 195-A of IPC (threatening a person to give false evidence) at Haibowal police station. The FIR has been registered under IPC as the threat calls were allegedly received before the BNS was enforced last year.

He said that during his tenure as AIG STF, he had executed heavy recoveries of drugs and weapons from jails and gangsters following which gangsters namely Bishnoi, Bhagwanpuria, Bagga Khan alias Buta, Munish Parbhakar, Goru Bachha, Sukh Bhikariwal, Rajpal alias Raja etc had started issuing threats to him via calls.

He added that the then special DGP STF Harpreet Sidhu granted him security cover and Ludhiana CP also prepared a report following which an FIR dated 28.07.2023 was registered at Haibowal police station under sections 294, 115, 500, 506, 34 of IPC. Two gangsters Bagga Khan and Parbhakar were also subsequently arrested.

After their arrest, according to Sharma, their accomplices Bishnoi, Goru Bachha, Sukh Bhikariwal, Sukha Barewalia, Rajpal Raja, Bhupinder alias Bhinda, Sukhraj Singh alias Sukha etc again started making threat calls to him, and threatened him to “either withdraw the 2023 FIR or face consequences.”

Sharma said in his complaint that on March 19, 2024, Bishnoi and Bhagwanpuria called and issued threats to him to withdraw his FIR against them, else they will finish him and his family. He said he could not record the calls as he had an iPhone but had submitted screenshots of numbers to the police.
He made a fresh complaint dated April 15, 2024 and an enquiry conducted by Ludhiana ADCP-3.

Sharma further said in his fresh statement that even as the “ADCP recommended FIR against gangsters on May 1, 2024, the report kept lying pending with CP office for over 10 months”, following which he moved High Court. The court ordered the Punjab DGP to take action within three weeks.

Registering the fresh FIR against unknown persons on the completion of another enquiry by the Special Investigation Team (SIT) headed by Ludhiana DCP (investigation), the police in the FIR has stated that during the previous investigation in 2023, “gangster Buta Khan lodged in Bathinda jail and Parbhakar lodged in Hoshiarpur jail, were brought on production warrant for interrogation. Buta admitted that he had done Sharma’s recce to kill him.”

Meanwhile, gangster Sukha Barewalia has already died, said police in FIR.

Sub-inspector Jasvir Singh, SHO Haibowal police station, said: “The FIR has been registered against unknown persons on the basis of the SIT report. The gangsters named by the complainant will be brought on production warrant for questioning and their names will be nominated as per probe findings.”
