In a Diwali bonanza to residents of the state, the Punjab government, led by Chief Minister Bhagwant Singh Mann, has abolished the requirement for a No Objection Certificate (NOC) for the registration of plots.
In a statement issued today, the Chief Minister thanked Punjab Governor Gulab Chand Kataria for granting assent to the Punjab Apartment and Property Regulation (Amendment) Act, 2024, which eliminates the need for an NOC for land registration. He noted that the Punjab Assembly passed the bill on September 3, and the Governor approved it today. Bhagwant Singh Mann said the amendment aims to tighten control over illegal colonies while offering relief to small plot holders.
The Chief Minister described this as a major relief for the public, as it addresses the difficulties faced in registering plots and curbs the development of unauthorized colonies. He added that the amendment introduces penalties and punishments for offenders, calling it a historic decision aimed at benefiting the common people. According to the amendment, any person who, up to July 31, 2024, has executed a power of attorney, agreement to sell on stamp paper, or any other such document for an area up to 500 square yards in an unauthorized colony, will no longer need an NOC for land registration.
The Chief Minister also noted that some colonisers have profited illegally, leaving the public to suffer the consequences. He blamed the mushrooming of illegal colonies on the previous governments, which had supported such activities. He said the new act would provide significant relief to those who had unknowingly invested their hard-earned money in illegal colonies. Many innocent people, Mann said, had spent their savings on building homes, only to face problems due to the illegal status of the colonies.
