The Punjab and Haryana High Court has imposed a Rs 25,000 fine on Nayagaon Municipal Council executive officer Ravneet Singh for failing to perform civic duties, directing that the amount be deposited personally in the PGI Relief Fund.
This follows an earlier penalty of Rs 10,000 imposed on September 15, which Singh deposited through the Bank of Baroda, Nayagaon branch.
In a fresh affidavit, Singh sought withdrawal of the contempt notice issued against him, stating that the required works had been completed. The bench, led by the Chief Justice Sheel Nagu noted that compliance came only after repeated court orders and imposed the additional fine.
The proceedings stem from a public interest litigation (PIL) filed by advocate Sunil Kumar over the hazardous condition of drainage covers along the Khudda Ali Sher–Nayagaon road. Despite complaints, the covers remained damaged, creating a safety risk for commuters.
On September 8, the High Court directed the municipal council to file a status report within two days and asked Ravneet Singh to appear virtually. Instead, he appeared in person, leading the court to fine him Rs 10,000 and issue a contempt notice for not following instructions.
In his affidavit, Singh apologised and assured the court that “all directives of the court will be fully complied with.”
Singh also informed the court that heavy construction trucks frequently use the road, damaging drainage covers. The municipal council has since installed two display boards
