The Chandigarh Administration has decided to allow transfer of properties and grant of no-objection certificate without the occupation certificate,so far mandatory for such transfers.

The Estate Office has issued an order to this effect. “Henceforth, the transfer of property/grant of NOC for transfer shall be entertained in the absence of occupation certificate in those cases where the construction has been completed long back but (the owner) could not obtain the completion/occupation certificate,” the order states.

The owner, however, would be required to furnish a copy of the sewer connection or electricity/water bill paid before January 22,1993,or the sanction letter of electricity/water connection.

In cases where the allotment was made after January 22,1993,the owner would have to furnish a copy of the extension letter and the last electricity/water bill.

Also, according to an official of the Estate Office, the owner would be required to submit a certificate from a registered architect, certifying that the building was constructed in accordance with the sanctioned building plan without any violations.
