Semiconductor industry likely to face 1 million talents shortage by 2032, India can fill the gap: Vaishnaw

Union Minister for Electronics and Information Technology and Railways Ashwini Vaishnaw on Thursday said that there will be a shortage of about 1 million semiconductor talents in the world by 2023 and Indians can fill that gap.

He said the major objective of the semiconductor mission is to develop a talent pool for the world.

“By 2032, there will be a shortage of about 1 million semiconductor talents, that’s what the experts predict. We have the opportunity to fill the large gap,” Vaishnaw said.

The Union Minister was speaking after inaugurating the Outsourced Semiconductor Assembly and Test (OSAT) facility, one of the two units CG Semi is setting up in Sanad, Ahmedaad.


“CG Power’s pilot line was inaugurated here today. This is a major milestone in our country’s semiconductor journey,” he said.

About the progress in other chip plants in the state, he said, “I visited the nearby Micron’s plant, and the construction is going on at a very good pace. At Kaynes plant, construction is going on at a very good pace. And a few months ago, I visited Dholera, there also, the construction is going on at a good pace.”

“Overall, out of the 10 projects that we have approved in the semiconductor mission, very happy to report to all that this is a dream getting fulfilled,” the Union Minister said.

The Union Minister was referring to the other semiconductor plants in Gujarat. The Government of India had approved 10 semiconductor manufacturing units in the country of which four – the highest – are in Gujarat. Apart from the CG Semi unit in Sanand, Kaynes Semicon and Micron Technology are setting up their units, while Tata Electronics is setting up its units in Dholera.

Speaking on the initiatives taken by the government to train talents for the semiconductor industry, the union minister said, “We partnered with 270 universities. And gave them some of the the latest tools – from Siemens and Cadence and Synopsys – and what I want to share with you is that the students have made such good use of it. In 2025, 1.2 crore hours usage has happened and resultantly, total 20 chips designed by 17 institutions have now been taped out at a semiconductor facility in Mohali. Imagine, college students are designing chips and being able to manufacture them.”

India will become a semiconductor hub under Prime Minister Narendra Modi and Gujarat has a big role to play in this, he said.

Speaking at the event, Gujarat Chief Minister Bhupendra Patel claimed that India has become the fastest growing economy in the world and infrastructure has had a large part to play in this.

“The PM is stressing on rail and road infrastructure. Today, I want to thank the PM and Ashwini Vaishnaw. Only yesterday, the Union Cabinet approved Rs 2,526 crore worth projects so that the railways reaches the edge of Kutch,” Patel said, adding that India will become the third largest economy under PM Modi.

“Economy experts say that India’s contribution will reach 20%, and global rating agencies too have upgraded India’s credit ratings,” Patel noted.

“Semiconductor is one such field in which we never imagined India would progress. But today, there is large-scale investment in the sector. In November 2024, the plant of CG Semi got approval from GoI. In less than a year, the plant is going to begin production, this is a matter of pride for us. As the production begins at this plant, it will help India become a global leader in this sector… GoI has given approval to four semiconductor plants in Gujarat. Made-in-India chips will take the country towards Atmanirbharta,” the CM said.

CG Semi is building two units in Sanand. One is the OSAT facility with a capacity of 150 million units and the second facility will have a capacity of 4 billion units.
