Creation of new posts for 1,277 staff nurses in over 500 primary health centres in Gujarat were among the provisions approved in budget between 2019-22, but the same was not implemented, the Comptroller and Auditor General of India (CAG) stated in its latest report tabled in Gujarat Assembly, Wednesday.

Citing items which were approved by finance department and included in the budget, but were not implemented, CAG stated, “Despite budgetary provisions, new items were not implemented during 2019-22, though substantial amount was planned and kept aside for specified work.”

Among proposed items that were not implemented include a 300-bed maternity child health block at Sir T hospital at Bhavnagar (budgetary provision of Rs 10 crore) and a similar block at GG hospital at Jamnagar (budgetary provision of Rs 25 crore). A proposal to provide manpower to strengthen Special Newborn Care Units (SNCU) at four government hospitals at Ahmedabad, Surat, Rajkot and Vadodara to reduce infant mortality rate was among the items not implemented despite a provision of Rs 10 crore.

The government also failed to create a post of deputy mamlatdar (contractual) for recovery of bond money from under graduate and post graduate students in government and private medical college. The government in the budget session had told the state legislature that it has recovered Rs 139 crore in three years from doctors failing to adhere to their service bonds that require them to serve in rural areas. The government also failed to implement a proposal to provide staff for modernisation of Kidney hospital in Surat and staff for speech language pathology and audiology department for starting a sports injury centre at Government Spine Institute, Ahmedabad.
