Rise in unincorporated, non-agri units headed by women; West Bengal, Karnataka lead
Among major states, the highest percentage of female-headed unincorporated establishments in 2023-24 were recorded in West Bengal (36.4 per cent), followed by Karnataka (35.20 per cent), Telangana (34.10 per cent) and Gujarat (32.20 per cent), ASUSE 2023-24 showed.
For GVA per worker, or labour productivity, Delhi, Kerala and Haryana were the top three states. Labour productivity, as measured by GVA per worker, increased to Rs 1,49,742 in ASUSE 2023-24 from Rs 1,41,769 in ASUSE 2022-23.
The percentage of proprietary units headed by females in the unincorporated, non-agricultural enterprises increased to 26.2 per cent in 2023-24 from 22.9 per cent in 2022-23, with the highest share seen in manufacturing, the full report of Annual Survey of Unincorporated Enterprises (ASUSE) 2023-24 released by Ministry of Statistics and Programme Implementation (MoSPI) on Wednesday showed. Of the total 12.06 crore workers employed in the unincorporated, non-agricultural enterprises, which refer to the non-corporate entities that are broadly informal in nature, female workers comprised 28.1 per cent of the total workers, with 46.5 per cent in manufacturing, 22.5 per cent in other services and 19.2 per cent in trade in 2023-24, the survey showed.
Among the three broad sectors in the unincorporated, non-agricultural enterprises, manufacturing recorded the highest share of units headed by female proprietors (58.4 per cent) in 2023-24, followed by other services (14.22 per cent) and trade (13.69 per cent). In 2022-23, the share of units headed by female proprietors had been recorded at 54.41 per cent for manufacturing, 9.74 per cent for other services and 12.33 per cent for trade.

In terms of workers’ share, the highest share of female workers with respect to the total workers employed in unincorporated establishments in 2023-24 was recorded in Andhra Pradesh (38.5 per cent), Telangana (37 per cent) and West Bengal (35.9 per cent). Among units that saw high female workers, ‘manufacture of wearing apparel’ accounted for the highest number of female workers (22.77 per cent) in 2023-24, followed by ‘other retail trade’ (21.49 per cent) and ‘education’ (10.03 per cent).
In terms of value addition, three states—Maharashtra, Uttar Pradesh and Gujarat—were the top states, contributing about one-third of the total Gross Value Added (GVA) output from the unincorporated, non-agricultural enterprises. Delhi, Gujarat and Haryana were the top three states in terms of GVA or output per establishment.

The total number of workers in the unincorporated sector was recorded at 12.06 crore in 2023-24, 10 per cent higher than the previous year, with the highest rate of growth seen in other services. The total number of establishments in the sector increased to 7.34 crore in 2023-24 from 6.5 crore in 2022-23, a 12.8 per cent growth, with the number of establishments in other services rising by 23.6 per cent, followed by a 13 per cent increase in the manufacturing sector.
