French President Francois Hollande has formally declared the state of emergency on all mainland territory and Corsica during a Cabinet meeting urgently summoned at the Elysee palace on Friday night.

“It is horror,” Hollande said in a brief statement on television, adding that a cabinet meeting had been called.
