Prorogation is one of two ways in which the President, using powers conferred upon him by Art 85 of the Constitution, may terminate a session of Parliament and by Dissolution.
When the House is prorogued, all pending notices, motions and resolutions lapse, but Bills — as per Article 107(3) — don’t. Hence, statement 2 is not correct.
Therefore, option (a) is the correct answer.
FYI:
The Supreme Court cleared the way for the appointment of retired judges as ad-hoc judges in High Courts under Article 224A of the Constitution of India. Hence, statement 1 is not correct.
They will be appointed to deal with mounting backlog of cases. Hence, statement 2 is correct.
Ad-hoc judges are appointed if at any time there should not be a quorum of the Judges of the Supreme Court available to hold or continue any session of the Court.
Therefore, option (b) is the correct answer.
FYI:
Article 267 of the Constitution of India provides for Contingency Fund.
Parliament may by law establish a Contingency Fund in the nature of an imprest to be entitled “the Contingency Fund of India” into which shall be paid from time to time such sums as may be determined by such law. Hence, statement 1 is correct.
The Fund shall be placed at the disposal of the President to enable advances to be made by him out of such Fund for the purposes of meeting unforeseen expenditure pending authorisation of such expenditure by Parliament by law under article 115 or article 116. Hence, statement 2 is not correct and statement 3 is correct.
Therefore, option (b) is the correct answer.
