Prime Minister Narendra Modi Monday welcomed the newly signed Haj agreement with Saudi Arabia, which establishes a quota of 175,025 pilgrims from India for Haj 2025.

The agreement was finalised by Minister of Minority Affairs Kiren Rijiju during discussions with H E Tawfiq Bin Fawzan Al-Rabiah, the Saudi Minister for Hajj and Umrah, in Jeddah.

In a post on X, Rijiju said: “Haj Agreement 2025 signed with Tawfiq Bin Fawzan Al-Rabiah, Minister for Hajj and Umrah of Kingdom of Saudi Arabia. Finalized a quota of 1,75,025 pilgrims from India for #Haj2025. We are committed to providing the best possible services to all our Haj pilgrims.”

In a follow-up statement, Rijiju announced that preparations for Haj 2025 are already underway to ensure the comfort and convenience of the pilgrims. He expressed gratitude to Saudi authorities for their cooperation and support.

Reacting to the development, Prime Minister Modi described the agreement as “wonderful news” for Hajj pilgrims from India. “Our Government is committed to ensuring improved pilgrimage experiences for devotees,” he wrote on X.

Quota allocation

During a recent assembly session in the Rajya Sabha, Rijiju had explained the quota distribution for 2025, which will be allocated between the Haj Committee of India (HCoI) and Haj Group Organizers (HGOs) at a ratio of 70:30. Specifically, 52,507 spots will be available for HGOs.

The minister noted that this distribution strategy has varied in recent years, oscillating between 70:30 and 80:20.
