Developed by France's Alstom, Indian Railways is all set to induct the first high-speed electric locomotive built under PM Narendra Modi's ambitious Make in India project. With the induction, India will join an elite list of countries, including Russia, China, Germany and Sweden, that have 12,000 HP and above capacity electric locomotives.Till now, the most powerful electric engine in India was of 6,000 HP. The project, worth Rs 20,000 crore, is expected to see a total of 800 high horsepower locomotives being rolled out over a period of 11 years.

Through a remote button, PM Modi laid the foundation stone of a project for doubling of Muzzafarpur-Sagauli (100.6 km) and Sagauli-Valmikinagar sections (109.7 km). He also flagged off the first run of the Champaran Humsafar Express between Katihar and Old Delhi. Approved by the Cabinet Committee on Economic Affairs in February 2018, the two sections - Muzzafarpur-Sagauli and Sagauli-Valmikinagar - are being built at an estimated cost of Rs 2,401 crore and will cover districts of Muzaffarnagar, East Champaran and West Champaran. The Champaran Humsafar Express will facilitate faster, safer and comfortable journey experience for the common man of North Bihar. The train will run bi-weekly – Tuesdays and Fridays -- covering a distance of 1,383 km.

About 26 lakh toilets have been constructed in Bihar, Uttar Pradesh, Odisha and Jammu and Kashmir in the past week, which has been observed as Swachhagraha week. The Swachh Bharat Abhiyan has changed the life of crores of women in the country. By building a toilet, a woman has found respect and safety and health parameters have also shown a marked increase. Even toilets in Bihar are being called 'izzazat ghar', says Modi.
Speaking of the high-speed electric locomotive, Modi says the project was approved as far back as 2007. 'The files gathered dust for eight years after clearance. Three years ago, the NDA government started working on it and the first phase has also been completed,' says PM, in an apparent dig at the RJD government. "Our government has stopped the culture of suppressing files," says Modi.
The demand for cylinders has also risen because of the emphasis on clean fuel and the success of the Ujjwala scheme. Champaran and the surrounding region will not face any shortage of LPG cylinders with the launch of Motihari and Sugauli projects today.
To prevent dirty water of houses and factories from getting discharged into the Ganga, 11 projects have been sanctioned at a cost of more than Rs 3,000 crore. There is also a plan to lay a long sewage line of 1,100 km, says PM. "Villages built along the Ganga coast are being freed from open defecation on a priority basis. Waste management schemes are being implemented in villages near Ganga. Soon, the Ganga coast will be completely open defecation free," says Modi.

Meanwhile, the Bharat Bandh call against caste-based reservations in jobs and education is gaining traction in Bihar. Protesters have stopped a train in Arrah district and there were clashes between two groups. Gunshots were also heard from the site. Curfew has been imposed in Bhind and Morena.
According to police officials, Modi reached Patna in an Indian Air Force aircraft and is travelling to Motihari by helicopter. The Prime Minister is slated to address 20,000 'Swachhagrahis' (cleanliness ambassadors). Swachhagrahis are the 'foot soldiers' and motivators to implement the Community Approaches to Sanitation at the village level.
In Patna, Modi will lay the foundation stone for four sewerage projects worth Rs 1,111.56 crore. These four sewage projects together will have a capacity of 60 MLD. A sewer network of 376.12 km will also be laid in Saidpur and Pahari zones of Patna. The expected sewage load for Patna by 2035 is estimated to be 320 MLD. The four plants, along with 29 other ongoing projects in Bihar under the Namami Gange scheme, once completed will leave no untreated sewage water from Patna flowing into the Ganga, a press release said.

While there is no official meeting between PM Narendra Modi and CM Nitish Kumar scheduled for today, the JD(U) has said that it wanted the PM to announce granting of special category status to Bihar during his visit. "Modi should grant special status to Bihar as promised during his visit," a JD(U) leader told media on Monday. Following TDP chief and Andhra Pradesh Chief Minister N Chandrababu Naidu's hue and cry for special status, Nitish Kumar last month said he had not given up a similar demand for Bihar "for even one second" since he first raised it in 2005. Last week, Leader of Opposition Tejashwi Yadav said Kumar should follow Naidu and walk out of the NDA if special status was not granted.
All eyes will be on the country's first high-speed electric locomotive that PM Modi will flag off from Madhepura. Developed under the Make in India project by France's Alstom, the electric locomotive, with a 12,000 horsepower engine, will have a maximum speed of 120 km per hour. The average cost of each locomotive is estimated to be Rs 25 crore.

In an interesting development, BJP MP Jagdambika Pal has been going around the Railway Ministry with a rather unusual request. Pal, it turns out, has expressed his desire to “flag off” the Humsafar Express when it passes through his constituency in Uttar Pradesh. The train will reach a station in his area at 5 am and Pal apparently doesn’t mind doing it at that time. Seeing his enthusiasm, railway authorities are learnt to have assented to his request.
