Among the 11 cases relating to the Manipur violence that have been transferred from state police to the Central Bureau of Investigation (CBI), three are of alleged gangrapes and one in which a CRPF assistant commandant is accused of publicly kicking the private parts of a 56-year-old woman.

The Indian Express has also learnt that four of the cases relate to mob violence — three registered against Meitei community members and one against Kuki community members.

Since May 3, clashes between the two communities have led to filing of 6,523 FIRs at various police stations across the state till July 25.

In two of the alleged gangrape cases, the accused have not been identified yet while in one even the place and time is yet to be ascertained. In the third case, seven persons, including a juvenile, have been arrested.

The FIR against the CRPF officer, who has not been arrested yet, gives details of the May 12 assault on the 56-year-old woman at Singjamei in Imphal West.

The officer “was wearing full uniform and guarded by his personnel guards”, when he slapped, punched and kicked the woman in her private parts while she was sitting in front of her shop-cum-house on Tiddim road. “Beside this, one of his guards pointed his service gun at her. As a result of which she received injury on her body and was evacuated to RIMS Hospital for medical treatment by the members of her local club,” the FIR states.

It also gives the status of the investigation done by Manipur Police. It says that the complainant, along with some public witnesses, have been spoken to. Besides, it also states that the police team visited and inspected the spot and drew a rough sketch map of the scene of alleged crime.

Details of the other cases:

Case 1 & 2 (two FIRs of one case): Gangrape, murder (Porompat Imphal East police station)

A 23-year-old woman and her 24-year-old friend, who worked at a car wash centre, were raped, tortured and murdered on May 4 by unknown persons, according to the mother of one of the victims. It is alleged that a mob of around 200 people – suspected to be members of Meitei Youth Organisation, Meitei Leepun, Kangleipak Kanba Lup, Arambai Tenggol and World Meitei Council, Schedule Tribe Demand Committee – were involved in the attack.

Case status: 37 witnesses have been examined, no arrest so far.

Case 3: Gangrape, murder (Nongpok Sekmai Thoubal police station)

A complaint was received from a 65-year-old person about a mob of 800-1000 people, armed with sophisticated weapons, attacking their village. The mob burnt down all the houses, murdered two persons and gangraped two women of the same family.

Case status: Seven arrested, including a juvenile.

Case 4: Rape, attempt to murder, kidnapping and molestation (Porompat Imphal East police station)

A complaint was received on July 21 that on May 15, a woman was abducted by four men in a car and taken to Wangkhei Ayangpalli where she was allegedly assaulted by Meira Paibis and several local men. Four men then arrived – wearing black shirts with logos on their back and armed with guns – and took her in another car to a place where she assaulted and raped by three men. While they were arguing among themselves on whether to kill her, one of them tried to turn the car around and by accident hit the victim. She fell off the creek from that hilltop. An auto-rickshaw driver spotted the injured woman and took her to Bishnupur police station. Upon arriving at the police station, she heard that the cops who were to drop her at her home were from the Meitei community. She begged the driver to drop her to her house. On May 16, she left Imphal and went to Nagaland.

Case status: Police personnel of Bishnupur police station have been examined and they said no one came to their police station at the time mentioned in the complaint. Twenty witnesses have been examined, the place of occurrence is yet to be established and the accused are still unidentified.

Case 5: Kidnapping (Imphal Police Station)

Father of the minor girl filed a complaint that she did not return home from her coaching centre at the usual time. On enquiry, they came to know that she left the coaching centre along with a 17-year-old boy on a motorbike. Next day, when her mother made a call on her mobile, the daughter responded but suddenly stopped. The mother allegedly heard a few words which were not in Meitei/ Manipuri language but seemed to be a tribal dialect.

Case status: Police cited sources to say that on July 6, the accused person as well as victim girl were pushed inside a four-wheeler vehicle and taken by some Kuki armed miscreants around Laimaton. CCTV footage later found that the girl and the accused passed through Old Cachar Road on July 6. Their bodies had been buried on July 12 somewhere near Lukhrrabkhul Ground in Joujangtek.

Case 6: Rioting, molestation (Porompat police station)

A woman was pulled out of her nursing institute hostel allegedly by Meitei miscreants on May 4. She was dragged by her hair, abused, tortured, beaten and left to die on the road. She was later admitted to the ICU at JNIMS and then to Assam Rifles Clinic, Mantripukhri and then to ICU District Hospital, Churachandpur. Another woman was also brutally assaulted and left to die in the street.

Case status: Investigation is in progress.

Case 7: Rioting, molestation (Singjamei police station)

Unruly mob numbering around 100 people gathered after hearing that a person hit by a bullet was evacuated to Asian Hospital for treatment from Moirang area. The mob became tense and violent after the person’s death. The mob assaulted four tribal women passers-by.

Case status: The four victims were contacted. They went to Mumbai on the same day. Further efforts were on.

Case 8: Rioting, robbery, molestation (Churachandpur police station)

On May 3, an armed mob of the Meitei community, spearheaded by Meitei Leepun and Arambai Tenggol, knocked on doors chanting anti-tribal slogans and outraged the modesty of a tribal women with an intent to kill.

Case status: Efforts are on to identify the culprits.

Case 9: Murder, rioting, molestation (Lamphel Imphal West police station)

A woman and her son travelling in a car along with other family members were dragged out by Meitei miscreants on May 4 and hacked to death. The mob also attacked another mob and left her on the street, assuming that she was assumed dead. This woman is currently now undergoing treatment in a hospital in Nagaland.

Case status: Efforts are on to identify the culprits.

Case 10: Rioting, attempt to murder, molestation (Yaingangpokpi police station)

A mob of about 400-500 people detained two unknown women on the allegation that they were informers of Kuki militants. The mob tried to kill the two women but were rescued by police.
